The sub-contract includes the following resources (roles), with associated competence areas.
— manager for project management:
—— ongoing administration of the project organisation,
—— build up a structure and system for the implementation organisation.
— manager for SHA and the surrounding environment:
—— management and responsibility for the disciplines.
— resources with SHA competence:
—— builder regulations, follow-up of SHA plans and follow-up of SHA at the construction site.
— resources for the surrounding environment, including.
—— environmental planning, management and follow-up.
— resources for document management:
—— keep control of the project's documents, routines and adequate archiving.
— resources for quality and risk management:
—— ensure that there is quality in the completed work, quality inspections and in the compilation of check lists and inspection plans.
—— carry out risk analyses when required, and follow-up the risk assessments that have been carried out.
— resources for completion and MOM:
—— ensure that completion is in accordance with the specifications and that MOM documentation is prepared.

Obligatory requirement: tenderers must have their tax and VAT payments in order.
Documentation requirement: Tax and VAT certificate, not older than 6 months, calculated from the tender deadline.
The certificate can be ordered and downloaded from www.altinn.no. If this is not possible, the certificate can be ordered from the tax collector/tax authority.
Obligatory requirement: tenderers must fulfil all the statutory requirements in Norway within
Health safety and environment (HSE).
Documentation requirement: filled in and signed HSE self-declaration.
Tenderers must be a legally established company.
Qualification requirement: the supplier shall be a legally established enterprise.
Documentation requirement:
Norwegian companies: company registration certificate.
Foreign companies: proof that the company is registered in business register as prescribed by the law of the country where the tenderer is established.

Qualification requirement:
The tenderer shall have sufficient financial capacity to implement the Framework Agreement.
Documentation requirement:
The entity's last 2 available annual accounts or extracts thereof if publication of the annual accounts is required in the country where the tenderer is established. Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures.

If a tenderer has justifiable cause to not present the documentation requested by the Contracting Authority, the tenderer can substantiate his economic and financial position with any document that the Contracting Authority considers suitable.

Qualification requirement:
— tenderers must have sufficient resources with relevant competence to fulfil the Framework Agreement.
Documentation requirement:
— completed annex 1, Resource Overview.
The resource overview must be filled in with the resources that the tenderer will have at his disposal for fulfilment of the Framework Agreement.
— tenderers must have sufficient relevant experience to carry out the Framework Agreement.
Reference must be made to experience for all the roles stated under each sub-area.
— completed annex 2, Reference Template:
The reference template must include an overview of the most important services/deliveries that the tenderer has carried out in the last fie years.
If a tenderer has valid reasons as to why he cannot present the requested documentation, the tenderer can substantiate his technical and professional qualifications with other documentation that the Contracting Authority deems suitable.

The following minimum requirements must be met:
— tenderers must have sufficient resources with relevant competence to fulfil the Framework Agreement.
Minimum requirement:
—— 2 resources within each role for sub-area 1 (sub-contract 1),
—— 2 project managers for sub-area 2 (sub-contract 2),
—— 8 construction managers for sub-area 3 (sub-contract 3),
—— 4 security coordinators and one assistant project security manager for sub-area.
4 (sub-contract 4).

Suppliers who sign a Framework Agreement must also sign a security contract with the Contracting Authority, and the supplier's personnel must be security cleared/authorised.

Objektive utvelgelseskriterier:
From the received enquiries, the Contracting Authority will invite the 3-6 tenderers who are best qualified.
The selection will be based on the following selection critieria:
— technical and professional qualifications ((listed in point III.2.3) technical and/or professional capacity)), where experience will have the largest weighting.
1-2 small tenderers will be included in the selection, the remainder of those selected will be medium sized/large (equal) tenderers, provided that there is a sufficient number of qualified tenderers.
The contest will use NHO's definition of small, medium sized and large companies: companies with 1-20 employees are defined as small, companies with 21-100 employees are medium sized and companies with more than 100 employees are large.
