The Directorate of Labour and Welfare, hereafter called the Contracting Authority, invites tenderers to a restricted tender contest for the procurement of parallel Framework Agreements for consultancy services. This is a procurement procedure where the Contracting Authority chooses which tenderers can submit a tender from those who fulfil the requirements in the qualification documentation.
The contracts must cover the need for competence that the Contracting Authority does not have access to in its own department on a given day, or where there is a need for extra capacity. The contracts can also be used for external quality assurance. The requested consultancy services are divided into competence areas, and independent tender contests will be held for each competence area.

1) Requirement: Norwegian tenderers must have their tax and VAT payments in order.

Documentation requirements: Norwegian tenderers: A tax and VAT certificate from the tax authorities, not older than 6 months calculated from the expiry of the deadline for requesting participation in the competition.

2) Requirement: Tenderers are required to have good financial solidity. The requirement is fulfilled with a credit rating of “Good credit worthiness” or higher.

Documentation requirement: the tenderer's 3 most important deliveries over the last 3 years, including a description of the assignments, their scope/value, date and recipients. The template in the qualification documentation, annex 2, must be used to document fulfilment of the requirement.

2) A good and well-functioning quality assurance system is required.

Documentation requirement:

— an account of the company's quality assurance system, including a system for the development and maintenance of competence,

— any certificates issued by independent bodies.
