Lørenskog kommune [municipality] has determined that the central area of Lørenskog will be developed to become an attractive down town area with good urban spaces and a good urban environment where the majority of the housing construction will occur. Traffic growth will include public transport, bicycle and footpaths. Skårersletta will be developed as an urban road and be the main axis of future down town development.

Anskaffelsens omfang
Kort beskrivelse:

The project will be developed in a partnership phase that will result in a template document that i.a. will contain a complete project description, a fixed price and a schedule for the implementation phase. The implementation phase will be organised as a fixed price turnkey contract.

The objective of the partnership phase is to coordinate planning, engineering design and implementation with the aim of finding the best possible solutions for the project with regard to HSE, economy, quality and progress.

The project development and engineering design in this phase will take place for as long as Lørenskog municipality deems fit, and as long as the turnkey contractor can price the works and implement them as a turnkey contract. Lørenskog municipality will transfer the engineering design group to the turnkey contractor.

Varighet: 18 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Norwegian companies: company registration certificate.

Foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract:

— the company´s annual financial statements for the last 2 years and the auditor´s reports, as well as more recent information of relevance for the company's fiscal figures, if deemed necessary,

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

Teknisk og faglig kapasitet:

Tenderers must have experience from comparable assignments.

Projects of equivalent complexity and scope are considered to be comparable assignments. There is no requirement for experience with turnkey contractors or interaction experience.

Description of the tenderer's 3 most relevant assignments during the last 8 years, use the form in chapter 1-4.

It is the tenderer´s responsibility to document relevance through the description.

The tenderer must declare the right to accept responsibility:

— valid documentation of central certification for the right to accept responsibility in enterprise classification 3 for UTF, or

— documentation demonstrating that the company meets the requirement of the right to accept responsibility in enterprise classification 3 for UTF,

— the tenderer must have systems for quality assurance of the services included in the contract,

— an account of the tenderer's quality assurance/management system, to ensure that the assignment is implemented in the most efficient and purposeful manner,

— alternative: certificate for quality assurance/quality management system, issued by independent bodies confirming that the tenderer meets specific quality assurance standards, for example, ISO 9001, etc.

The tenderer must have environmental management systems:

— account of the tenderer´s environmental management system,

— alternative: certificate for environmental management standard, issued by independent bodies, for example ISO 14001, EMAS, etc.

The tenderer must be a certified apprentice company by the commencement of the implementation phase:

— certification from the county municipality, possibly a description of how they will achieve such approval. The tenderer must have their wages and working conditions in order,

— completed self declaration form, see chapter 1-5.
