The project has come about because Oslo Municipality must strengthen its general water supply with better reserve and stand-by water supply, and facilitate for significant population growth in the city in the coming years. The water supply in Oslo does not fulfil the requirements in the Drinking Water Regulations as regards reserve water capacity. The Food Safety Authority has wanted measures to be implemented for a while and on 3.4.2017 it sent an order to establish adequate reserve water supply.
The project includes new source and water treatment capacity, as well as importing water from a new source on the main network.
The project has started to build up the organisation that will engineer and construct the water treatment facility. The neighbour contact manager is a role that will be included in the organisation.
The neighbour contact manager is the project's daily representative for neighbours who must take care of all aspects of the project's interface with neighbours.
The person who is engaged in the role of neighbour contact manager will take part in preparatory activities until the start of the development where necessary prerequisites must be in place.
The role will change to maintenance and follow-up of relationships in the construction phase.
The role will also be responsible for negotiations and follow-up of necessary landowner contracts, and managing the work involved in mapping landowner interests and installations that can be affected by the construction.
The neighbour contact manager will also manage the general condition mapping work along the tunnel routes and at the water treatment facility.
The project will affect landowners in different ways. There will be a need to enter into contracts for the procurement of land, landfill sites on land, rent of land for barrack areas, access rights, take care of problems such as the strain of noise and vibrations, replacements for wells, etc.
