The competition concerns delivery of a turnkey contract for the new office building.
The contract primarily includes the following works/deliveries:
— construction of a new office building of approx. 6 100 m
The building will be erected in accordance with the Passive House Standard and must be BREEAM certified with the character 'Good’:
— drilling holes shall be established, and water and sewage pipes and district heating pipes shall be laid from the construction site, down to Hylleveien in the central areas of Arendal,
— connecting the Water and Sewage pipes and District Heating pipes in Hylleveien and Fløyveien,
— development of outdoor areas in accordance with the outdoor plan and annexes thereof.
The contract is a turnkey contract, where the contractor must coordinate the progress between chosen contractors and contractors engaged by the Contracting Authority.
The project is graded (restricted) and it is therefore necessary to enter into a security contract between the builder and the contractor (with subcontractors) awarded the assignment.
The security contract regulates how the security graded information is handled, secured and stored. Personnel who receive responsibilities or roles that involve contact with security graded information must be authorised for the level restricted.
All authorisation is implemented by the builder, possibly in cooperation with the security clearance authority. Leading (project related) personnel from the turnkey contractor and subcontractors must be able to gain security clearance.
The value of the procurement is anticipated to be 130 000 000 NOK excluding VAT. The value is an estimate and is non binding. The Contracting Authority is subject to budget coverage. For further information refer to the procurement documents.
Lots/groups:
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The Contracting has considered dividing the assignment in accordance with the PPR §19-4, but finds that it is not appropriate for this procurement.
Procurement procedure and notice:
The competition will be held in accordance with the Public Procurements Act from 17.7.2016 No 73 (LOA), with the associated Public Procurement Regulations of 12.8.2016 No 974 (FOA), as well as the provisions stated in the tender documentation.
The competition is implemented in accordance with the regulations Part I and III as a competition with negotiation with prior announcement after the Contracting Authority only received unacceptable tenders in the previous competition, cf. PPR [FOA] § 13-2 e.

All interested tenderers can submit a tender in this procedure. The Contracting Authority plans to award a contract without having a dialogue with the tenderers beyond small clarifications/corrections.
However, a dialogue through negotiations can be held after the tenders have been received, if the Contracting Authority deems it to be expedient. If the Contracting Authority chooses to negotiate, an initial selection will be made after an evaluation of the award criteria provided in Part 3, with the weighting that is stated there. In the meantime, we emphasise that no tenderers can expect dialogue about their tender and therefore must submit their best tender within the tender deadline.

Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3). The tenderer must have a minimum average turnover of 1.5 times the contract value per year in the last 3 years.
