The existing Støylsnes tunnel, located in Jølster kommune [municipality] in Sogn og Fjordane, will be extended with a new 6,5 km tunnel for landslide protection of National Road 5 along the entire Kjøsnes fjord. The new tunnel will connect to the Støylsnes tunnel inside the mountain, and the total tunnel length will be approx. 8,5 km. The assignment includes engineering design, construction, control and documentation of the project National Road 5 tunnel Kjøsnes fjord.

The tunnel must be completely safety approved before hand-over to the builder. The project consists primarily of about 6,5 km of new tunnel with profile T9.5, rehabilitation of The Støylsnes tunnel with profile T8.5, and 0,4 km new main road classification H2 with a width of 8,5 m. In addition, approximately 0,8 km of local roads and foot/cycle paths will be constructed. Approximately 3 km of new tunnel has been blasted in a previous contract, where the masses are used in road construction for the E39 Bjørset — Skei project. The existing Støylsnes tunnel must be rehabilitated with new technical buildings both in the mountain and in the open-air, new electronic installations, and some building and technical installations. The Støylsnes tunnel must be open for normal traffic during the construction period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Documentation requirement: company registration certificate from a register of business enterprises foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment.
Økonomisk og finansiell stilling:
The tenderer must have good economic and financial capacity to complete the contract.

The tenderer must have positive equity of minimum 200 000 000 NOK. An average annual turnover of minimum 750 000 000 NOK for the 3 previous financial years. Tenderers shall have an equity ratio of at least 10 %. See the tender documentation for detailed information.

Teknisk og faglig kapasitet:
The tenderer must hare sufficient experience of a relevant nature and degree of difficulty from the following works: engineering design, road construction, tunnel construction, including electro installations, blasting and securing of tunnels with high rock stresses and some with large cross sections, rehabilitation of tunnels with traffic, electro installations including CRM in tunnels. NPRA and other builders' experiences with the tenderer will be appraised The implementation ability, i.e. manpower and capacity, as well as competence and experience of the key personnel will be assessed. HSE (accident frequency): the tenderer must have a system for proactive compliance of safety, health and work environment (The H1 value must be given). See the tender documentation for further information about the primary disciplines included in the assignment, and what possible lots are of paramount importance for the contract work, and a comprehensive description of the requirements. Documentation requirement: Reference list, [description of the workforce, manpower for the contract, organisation plan, CVs, etc.
