The procurement is for a 24/7 monitoring service that will contribute to safeguarding Helse Midt-Norge's [the Central Norway Regional Health Authority's] systems during cyber attacks. The service will cover, but is not necessarily limited to, monitoring, logging, detection, warning and response connected to the protection of the digital infrastructure. The service will monitor ICT and operational systems, with the intention of uncovering external and internal attacks. The service will consist of a proactive part where the tenderer will monitor and report possible threats to the Central Norway Regional Health Authority and contribute to preventing this as much as possible. In addition the service will include assistance with the re-establishment of the systems to normal operation after an attack. The tenderer must be able to deliver reports and analyses that the Central Norway Regional Health Authority can use in their further work.

The contracting authority wants tender offers for log analysis tools. The procurement is for a 24/7 monitoring service that will contribute to safeguarding Helse Midt-Norge's [the Central Norway Regional Health Authority's] systems during cyber attacks. The service will cover, but is not necessarily limited to, monitoring, logging, detection, warning and response connected to the protection of the digital infrastructure. The aim of the procurement is to utilise information that is logged in Splunk and to have a real-time analysis of the network traffic. It should be able to give HEMIT an overview of what is occurring and is about to occur in our environment, of both wanted and unwanted events. Since the client has a central Splunk system, it will be a central installation and log analysis tool that is desired. This will be appropriate in terms of operation of the system.

The solution must handle logs from 250 units and have the possibility for expansion of up to 500 units during the contract period.

We also want an IDS service where 1 or more IDS sensor are placed in our network. The network traffic that will be monitored will be supplied by HEMIT and mirrored to the sensor from a switch or a network cabinet. There must also be 24/7 monitoring and monitoring of the content in the client's Splunk system.
