Norges Bank has started a modernisation programme, which internally has been given the name DiffIT (Differentiated IT Portfolio), which will be implemented in the period 2019-2021. The programme will see to the renewal of the Central Bank's systems by using a differentiated IT portfolio that will strengthen security and stand-by in our critical systems, and increase flexibility when procuring IT services.

The procurement includes IT services for the establishment and further development of the IT platform, and operation of Norges Bank's vital systems and associated services. PVS will have interface with and dependencies on surrounding projects, managed through the programme.

Kort beskrivelse:
Our most critical systems belong to the platform for vital society systems (PSS), whilst the remainder of the trade systems and administrative IT systems belong to the platform for vital systems (PVS). By differentiating the IT portfolio in this way, Norges Bank will be able to use more modern delivery models and standardised services in the value chains for vital systems.

Furthermore, the programme will strengthen the internal function for service integration (TI) by establishing the necessary tool support and routines for operational follow-up and supplier management, as well as by establishing security monitoring on an independent platform (PSO).

The assignment comprises:
— operational services, including application operation and client operation,
— platform services, including infrastructure, clients, network and cloud services,
— security services, including services within prevention, discovery and management,
— assistance services, including assistance within the development, operation and management of all services covered by the procurement.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Documented by a company registration certificate (Norwegian tenderers). Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established (foreign tenderers).

Økonomisk og finansiell stilling:
Tenderers shall have sufficient economic and financial capacity to carry out the delivery. Sufficient economic and financial capacity means that a tenderer must have adequate solidity, liquidity and profitability to provide the services in accordance with the contract. Documented by the tenderer's annual accounts, including notes and the auditor's report for the last 3 years. If a tenderer has not been in business for 3 years, the tenderer's annual accounts with the auditors's report must be attached for all operational years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached. Can also be documented by a credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months.

Teknisk og faglig kapasitet:
1) Experience from similar deliveries (tender documentation, Point 4.3.6):
Tenderers must have good experience from similar deliveries. Similar deliveries means deliveries that cover the need as it is described in the tender documentation, Point 1.2. Documented by an overview of the number of relevant deliveries that the tenderer has had in the last 3 years. If a tenderer uses sub-suppliers to fulfil this qualification requirement, the tenderer must have carried out most of the delivery for at least one (1) of the deliveries. In addition a detailed description must be given on the 1-3 most relevant deliveries, as stated in Annex 2. See the tender documentation (4.3.6) for further information.

2) Competence and professional qualifications (tender documentation Point 4.3.6):
Tenderers must possess sufficient competence to complete the delivery. Sufficient competence means that the tenderer must have competence to establish the system, as well as operate, support and further develop the system. Documented by a description of the education and professional qualifications that the tenderer has at his disposal to complete the delivery. CVs are not requested here.

3) Capacity (tender documentation Point 4.3.6):
Tenderers must have sufficient capacity to implement the contract. Sufficient capacity means that the tenderer has the capacity to carry out the transformation of the system, as well as operate, support and further develop it. Documented by (in Annex 3) a description of the tenderer's technical personnel or technical entities the tenderer has at their disposal to fulfil the contract.

4) Data processing centre (tender documentation Point 4.3.6):
Tenderers must be able to use a data processing centre in Norway. Documented by a statement of the data processing centre's location in Norway, and a description of the ownership arrangements or contractual relationship.
5) Quality assurance system (tender documentation Point 4.3.7):
Tenderers must have a good and well-functioning quality system. Documented by a description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

6) Management system (tender documentation Point 4.3.8):
Tenderers must have a management system for information security (ISMS), which is built on internationally recognised standards for information security, for example, ISO/IEC 27001:2013. This also applies to sub-suppliers who the tenderer will rely on for qualification. Documented by a description of the tenderer's management system for information security (maximum 3 (three) A4 pages). The description ought to include:

(b) SoA (statement of applicability);
(c) process and procedures for risk management;
(d) revision programmes;
(e) processes for training and raising awareness and Acceptable Use of Policy;
(f) incident management processes;
(g) processes for measuring and reporting;
(h) information classification;
(i) processes for change management;
(j) other relevant specific checks. If the tenderer is certified in accordance with ISO 27001:2013 or an equivalent standard, a valid certificate must be attached together with a SoA (Statement of Applicability) and a description of the scope.
