The main aim of this procurement is to establish a Framework Agreement with 1 or several tenderers for the delivery of software, equipment and maintenance and assistance services for the department's alarm and access control system (AIA/AAK system, called AAK in this document). The contracts are for expansions and changes to the existing system and tenderers must, therefore, have access to equipment for and competence in this system. DSS [the Norwegian Government Security and Service Organisation] must at all times have a robust, flexible, well-functioning and future-oriented alarm and access control system.
The procurement is security graded, cf. FOSA §§1-3 (1) b, as tenderers will have access to security graded information.
After the qualification phase, the rest of the contest will be held outside the tender management system.
A tender conference will be held on 23.5.2019 at 9:30, register via the tender management system by 14:00 on 22.5.2019.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must fulfil legal requirements regarding health, environment and safety for work that is carried out in Norway.
An HSE self-declaration, attached as Annex 1, signed by a person authorised to bind the tenderer and a representative for the employees.
Requirement: tenderers must be a legally established company.
Company registration certificate or equivalent documentation that shows that the supplier is registered in a trade register in his home country.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement:
The tenderer shall have sufficient economic and financial capacity to provide the service.
The accounts for the previous 3 years.
Teknisk og faglig kapasitet:
Requirement: tenderers must have manufacturer certificates and access to equipment.
Tenderers must fill in Annex 2, Table 1.
Requirement: tenderers must have the competence required to carry out the delivery.
Tenderers must fill in Annex 2, Table 2.
Requirement: tenderers must have experience from equivalent or comparable deliveries in order to carry out the deliveries.
An account of relevant deliveries (up to three for each area) in the last 3 years.
Tenderers must fill in Annex 2, Table 3.
Requirement: tenderers must have a quality assurance system.
Tenderers must give a general description of their quality assurance system and how it is implemented in the company. The description must be maximum 5 A4 pages, possibly with a copy of a certificate.
