The Framework Agreement shall be entered into by the Norwegian Government Security and Service Organisation, henceforth referred to as the Contracting Authority. The objective of the call for tenders is to enter into a Framework Agreement with a providers of media agency services for the Office of the Prime Minister (SMK), Departements fellesskapet and the Norwegian Government Security and Service Organisation (DSS).

Requirements: the tenderer shall be a legally established company.

Documentation:

Norwegian tenderers: company registration certificate

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: paid taxes and duties.

Documentation:

Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.

Teknisk og faglig kapasitet:

Requirement: tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: a description of the tenderer´s 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

Documentation: a description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.
