Samordna Innkjøp i Nordland (SIIN) intends to enter into a Framework Agreement with a service provider for independent inspections in accordance with the rules given in the Planning and Building Act and accompanying regulations. The duration of the Framework Agreement is set at 2 years, with the possibility to extend (option) for a further 1 year + 1 year.

The Contracting Authority intends to enter into a Framework Agreement with a service provider for independent inspections in accordance with the rules given in the Planning and Building Act and accompanying regulations. The tenderer shall assist the municipalities with the implementation of relevant projects during the next few years. The projects include investment and maintenance projects, which shall be supported during all project stages, from initiation to completion, as well follow-up during the guarantee period. The number and extent will depend on the approved investment budgets. The investment budgets always depend on the annual grants and can, thus, vary in the contract period.

The Planning and Building Act (PBL) § 24-1 and § 24-2, independent inspection of building applications is obligatory. The Contracting Authority primarily needs to enter into a contract with a company that can implement independent inspections of the engineering design and inspections of building physics, structure safety, geoengineering and fire safety. The inspection assignments apply to enterprise classification 1, 2 and 3.

The tenderer must without help, or through co-operation with other service providers, cover all inspection areas.

The Framework Agreement shall also be usable for inspection assignments beyond the regulatory requirements, where required by the building authorities. The prospective need will be clarified and described in the individual call-off.

The executing inspection body is usually assigned early in the project phase, preferably up until the initiation phase, and shall follow the project through all stages, up until the guarantee period.

The inspection assignments must be executed in accordance with the guidelines for independent inspections issued by the Directorate for building quality. Unless otherwise stated in connection with call-offs, all services must be included.
