Framework agreement for security guard services

The contract applies to DSS on behalf of joint ministries, and will cover the need for hired guards in the period. The security guards will be a supplement to SAV's own guards. The Security Services Department (SSD) supplies guard and security services that will contribute to ensuring that the ministries’ functions are maintained. The services include guard services, security controls, reception services, and establishment, operation and maintenance of technical safeguarding systems to the ministries, the Government's Representation Facility and the Prime Minister's residence.
There is great uncertainty related to the estimated value of the contract, but the contract is estimated to have a combined value (including options) of between 100 NOK million and 250 million NOK, excluding VAT. The estimate is not binding for the contracting authority, and there is significant uncertainty related to call-offs on the framework agreement as well as the scope of the need for guard services during the next four years. Call-offs may therefore be less than estimated.

The contracting authority has an option to extend the contract for a further two years, one year at a time, so that the total contract duration can have a combined maximum of four years from 1.4.2020, i.e. to and including 31.3.2024.

Vilkår for deltakelse
Liste og kort beskrivelse av regler og kriterier:
1) Paid taxes and duties.
2) Legally established company.
3) Tenderers must be able to demonstrate sufficient economic and financial capacity to implement the delivery.
4) Tenderers must have implemented at least three deliveries in the last three years, with relevance to this assignment. Relevant deliveries means delivery of guard services with at least 30 guards over long periods, of which parts of the assignment will consist of 24 hour continual staffing. In addition, the tenderer must be able to demonstrate extensive deliveries of ad hoc assignments of short or long duration.

4) Tenderers must have sufficient professional competence and capacity.
5) Tenderers must satisfy all formal requirements of a registered and legal guard service in accordance with the Security Guard Act and the Police provisions.
