The Contracting Authority would like tenders for electrical services, with the accompanying material/equipment at Helse Bergen's locations as follows: Helse Bergen would like to enter into a contract with an electrical installation company that can supply the electrical department with certified professionals (electrical installers) as needed.
The service mainly includes heavy and low current installations (ref. NS3420 cf. Trade groups W and X) for minor alterations and maintenance assignments.
Tenders can be submitted for the following lots:

Requirement: tenderers are required to be a legally established company.

Documentation requirements: tenderers shall present documentation of their legal registration in a company register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Sufficient economic and financial capacity.

Requirement: tenderers must have sufficient economic and financial solidity to fulfil the contract obligations. The size of the turnover, seen in relation to the contract value, can be emphasised. Documentation requirement: The Contracting Authority will assess the Tenderer's fulfilment of the qualification requirement in the following ways:

— credit ratings (not older than 6 months) from a certified credit rating company, based on the last known accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service,

— annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report. If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable, cf. § 16-4, including, for example, a parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:

(a) technical and professional qualifications — certifications.

Requirement: tenderers must have the necessary certifications for relevant disciplines within heavy current and low current and be: Registered as an electrical company in DSB, with certifications for work within the construction and maintenance of electrical installations belonging to others within the following installations; industrial low voltage installations, building low voltage installations, hospital electrical installations, rooms for medical use and they must have Ekomnett authorisation ENA. Documentation requirement: the following must be attached: a valid certificate from the DSB electrical company register and Ekomnett authorisation (ENA).

(b) ability to deliver.

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. The tenderer must have minimum 15 permanent employees with a certificate of apprenticeship as an electrician for sub-area 1(Haukeland Hospital and the Bergen area), of which 5 must have a certificate of apprenticeship within low current. The tenderer must have minimum 5 permanent employees with a certificate of apprenticeship as an electrical installer for sub-areas 2-4 (Voss, Hagavik or Nordhordland), of which 1 must have a certificate of apprenticeship within low current.

Documentation requirement: the following must be attached: an overview of the company's total manpower. An overview of dedicated personnel with a certificate of apprenticeship who will be offered to Helse Bergen for this assignment/contract. An overview of the company's total number of man-labour years with competence for special/important disciplines (electricians with a certificate of apprenticeship within low and heavy current/possibly certificates).

Requirement: tenderers must have experience with the execution of equivalent deliveries/comparable assignments. Similar assignments are seen as the delivery of the services as encompassed by this competition for health companies or large public/private entities. Tenderers are required to have experience from the installation of emergency power/UPS for health companies or major public/private entities for sub-area 1.

Documentation requirement: tenderers must attach a list of the most important relevant deliveries or services performed in the last 3 years, including information on the value, date, and recipients, as well as the nature of the assignment. See annex 4 - the Reply Form, References. Certificates issued or verified by the Contracting Authority can be attached. It is the tenderer's responsibility to document relevance through the description. The Contracting Authority reserves the right to contact the references in order to verify that the content in the reference list is correct.

(d) Quality assurance system.

Requirement: tenderers must have a well-functioning quality assurance system for the services that will be provided. Documentation requirement: The documentation must be given in one of the following ways:

Alternative 1: table of contents and a description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.

Alternative 2: if the company has environmental certification in accordance with ISO 9001:2000 (or a more recent version) or equivalent 3rd party verified system, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Vilkår for kontraktoppfyllelse:

The Framework Agreement requires that wages and work terms, documentation and sanctions are in accordance with the regulations on wages and work terms in public contracts, dated 8.2.2008 No 112.

Tenderers are required to be affiliated to an apprentice scheme and that one or more apprentices participate in the work under the contract. Tenderers are required to be a part of an apprentice scheme and that apprentices will participate in the contract work in the Framework Agreement. The requirement can be fulfilled by the tenderer and one or more of his sub-suppliers.
