ARBEIDS- OG VELFERDSETATEN (NAV)

NAV Troms and Finnmark will, on behalf of NAV Tromsø, procure a framework agreement for the follow-up for special target groups.
One framework agreement will be signed with individual intake. NAV estimates there will be approx. 30 individual places on average per month.
If required, the number of individual places could be increased to 40. This will occur after a dialogue between NAV Tromsø and the supplier, and within one month of a notification from NAV Tromsø.
The utilisation of the measure, and thereby the value of the contract, will depend on several changeable factors, including the users’ requirements, allocation of necessary capital for implementation, the priorities of the counties and other framework conditions.
The maximum value of the procurement is estimated to be 27 000 000 NOK for 4 years.
Note that this is only an estimate, and is not representing any obligations for NAV.
The contract will come into effect on 1.10.2020. The contracting authority (customer) has an option for an extension of the contract for an additional 1 year.

A framework agreement will be procured for individual places for the labour market measure follow-up — job and possibilities, for special target groups. Follow-up is to provide assistance with the aim of participants obtaining paid work. The aim is that participants will, to the greatest possible degree, be self-sufficient with a permanent connection to working life.

The aim of the initiative must be supported by the following performance measurements.
65 % transition to work upon completion of the measure.
This follow-up measure is different from ordinary follow-up measures as the target group has a very comprehensive need for assistance and follow-up. There are generally problems with substance abuse, often in combination with psychiatric disorders, a poor knowledge of Norwegian, etc. The participants will have more comprehensive need for assistance and follow-up compared to participants in ordinary follow-up measures.

The scope of the follow-up of participants in the measure will be suited to each individual, and participants must get the number of hours that are required so that the participant can get paid work. The number of hours will therefore vary from participant to participant.

NAV expects that the average need will be approx. 5 hours of follow-up per participant per week for the entire measure period.
The measure builds on a methodology that involves participants getting work/work experience quickly. Clarification, training, guidance and follow-up will take place at the place of work and must be individually adapted.
