Kunnskapsdepartementet [the Ministry of Education and Research] in cooperation with organisations for nursery schools, schools and higher education have agreed on a set of principles and obligations for the instruction of newly educated, newly employed teachers in nursery schools and schools, expressing aspirations of how the instruction should be implemented. This is part of the national framework for instruction of newly educated, newly employed teachers.
The signing partners have agreed that an evaluation will be implemented in line with the principles and obligations for instruction of newly educated, newly employed teachers in nursery schools and schools. The evaluations will investigate how the principles and obligations are followed up in practice, and the development in regard to the scope and quality of the instruction.

The knowledge acquired through the evaluation, together with other experiences along the way, will form the basis for the parties' assessments of how the principles and obligations are complied with and whether these should be revised and continued.
Stortinget [the Norwegian Parliament] has approved a grant scheme of 60 000 000 NOK for the implementation of instruction of newly employed, newly educated teachers in primary schools from autumn 2019. As part of the assignment, an evaluation will be implemented of how the funds are utilised, and to what degree this leads to more teachers receiving high quality instruction in-line with Principles and obligations for instruction.

We request that tenderers draft how such additional assignments can be implemented within a framework of 2 000 000 NOK. The draft to a possible option will not be included in the assessment of who is awarded the assignment. Any final design of the option assignment will be clarified in collaboration with the Contracting Authority, on the basis of final limits for the grant scheme.
