The basis for the assignment is an ongoing collaboration between the Ministry and the main organisations in the working life to elucidate the development of organisational levels in the working life as a basis for a joint measure to strengthen the organised working life. This work is rooted in the Working life and pension political council (‘Arbeidslivs- og pensjonspolitisk råd’).

There is in general less knowledge about the organisation on the employer side. This project must therefore put focus on the employers' attitude to and experience from tariff wages agreements It is justified by the central importance of the tariff wages agreements for working party relations and that the organisation at the employers’ level is often linked to entering into tariff wages agreements.
