Develop further education programmes for teachers in Social Studies, Religious Instruction and Ethics, French, Spanish, German, Second Language Pedagogics, Special Education, Professional Digital Competence and Supervisor Training

This notice concerns the development and implementation of about 25-35 further education programmes for teachers. An estimate of the number of studies offered within each discipline is provided in point 5.
For further education programmes for teachers of social studies, religious instruction and ethics, and foreign languages, a commitment was made to UH institutions for a 3 year period in November 2015, with commencement in autumn 2017, so these programmes must now be announced for a new 3 year period. Programmes for professional digital competence for 1 year — 10 year and programmes for Second Language Pedagogics must also be announced again as the commitment period has expired.
Supervision is a new topic and programmes for further education for teachers must be established. The background for this is described in detail in assignment letters 26-18 'Supervision of newly educated new teachers in nursery schools and schools’ to the Norwegian Directorate of Education and Training. Based on principles and obligations for supervision of newly educated new teachers in nursery schools and schools’ that the parties [1] have agreed on.

Based on principles and obligations for supervision of newly educated new teachers in nursery schools and schools’ that the parties [1] have agreed on, the Norwegian Directorate of Education and Training will develop and recommend frameworks for the education programmes for supervisors, and publish assignments for the university and university college sector about offering supervisor education in line with the approved framework for education programmes. 15 500 000 NOK has been ear-marked for the development and implementation of supervisor education.

Programmes have been established for further education in special education for teachers at level 1 with commencement in the 2019/2020 academic year. There is also a need to offer special education at level 2 for teachers, cf. assignment letters 36-17 to the Norwegian Directorate of Education and Training. Here it states that i.a. 'Special Education competence at all schools can lead to better identification of the real target group for special education, as well as improving the quality of the teaching. Employees with special education competence can provide supervision to teachers and other personnel who assist in special education at the schools. The measure will also put the schools in a better position to provide adapted education and more goal-oriented input in regular teaching'.

The further education programmes will be offered for the first time in the 2020/2021 academic year and for the last time in the 2022/2023 academic year. For all of the programmes now being announced, the Directorate wants to sign 3 year contracts with the option to extend for up to 2 years.

The Norwegian Directorate of education and training has an option to extend the target group and expand the capacity per offer and the number of classes within the contract period/option period.

The Norwegian Directorate of education and training has an option to extend the target group and expand the capacity per offer and the number of classes within the contract period/option period.
Furthermore, the Norwegian Directorate of education and training wants to agree on an option that applies for any extension of all or part(s) of the assignments for up to 2 years, i.e. until and including the 2024/2025 academic year, so that the duration coincides with the strategy period for competence for quality. The Norwegian Directorate of Education and Training will decide whether to trigger the option, before the end of December 2022.
