The Directorate of Fisheries would like to enter into a contract for the delivery of office furniture for the directorate, i.e., the main office in Bergen and all regions with underlying offices.
The contract is for the procurement and delivery of office furniture for the Directorate of Fisheries.
The following products will be included in the contract:
Office furniture:
— desks — electric lowering/raising function,
— shelves,
— office chairs,
— drawer sections,
— visitors chairs,
— meeting room furniture,
— meeting room tables,
— chairs.
The abovementioned list of furniture is not necessarily exhaustive, and the contracting authority will be able to order from the tenderer's entire assortment.
More detailed requirements for the service are in Annex 1, the contracting authority's requirements specification and in Annex 2.
Annex 2 specifies products that can be expected to be ordered under the contract. The scope of the orders can be affected by financial limits, political decisions, and central and regional priorities.

The value of the framework agreement over 4 years is estimated to be 2 400 000 NOK. The estimated contract value is not binding for contracting authority. This amount does not carry any obligations for the contracting authority or rights for the tenderer. Orders will be placed as required.

Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tenderers must attach a tax certificate, not older than 6 months, cf. FOA § 7-2 (2).
— Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn,
— foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.
If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/person responsible for finance.

The tenderer must be a legally established company.
Norwegian tenderers must present a company registration certificate.
Foreign tenderers must present confirmation that the tenderer is registered in a company register or trade register, in accordance with the legislation in the country where the tenderer is established or registered.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient financial strength to comply with the contractual obligations.
In order to fulfil the requirement, the annual turnover must exceed 4 800 000 NOK positive operating result for at least 1 of the 2 last years (2017 and 2018), with no payment remarks.
All the requirements must be fulfilled.
Documentation requirement:
1) The tenderer's annual financial statements including notes with the Board's and auditor's reports from the last 2 years;
2) Credit rating not older than 2 months.
If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.
Newly started companies must document the financial strength to fulfil the contract in another way.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If so, the tenderer must document the resources in the company he will rely on and that these resources will be available (cf. the commitment statement in Annex C).

Teknisk og faglig kapasitet:
Requirement:
Tenderers must be certified in accordance with the ISO 9001 standard, or an equivalent standard.
Documentation requirement:
Certificate issued by an independent body.
Tenderers must have experience from a minimum of 3 comparable framework agreements. Comparable framework agreements means contracts that:
— intend to last for up to four (4) years, e.g. 2 + 1 + 1 year
— have an estimated value of 2 000 000 NOK,
— have minimum 15 different potential delivery addresses.
A description of the tenderer's 3 most relevant framework agreements in the the last 3 years.
The documentation must include a statement of:
— when the framework agreement was signed,
— the estimated value and number of potential delivery addresses,
— a name and point of contact (telephone number and/or email address) for the contracting authority.
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
Tenderers must have adequate implementation ability.
A description of the tenderer's organisation with sales offices, as well as the resources at the tenderer's disposal for the fulfilment of the framework agreement.
Tenderers can choose to rely on other companies’ capacity to fulfil this requirement.
Tenderers must, in such an event, substantiate that the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (Annex A), guarantee, co-operation agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner, etc.
Tenderers must have a system for environmental management.
Tenderers must have an environmental management system in the form of Eco Lighthouse certification or ISO 14001 certification.
