An overview and brief description of the qualification requirements:
Tenderers must have the required economic and financial capacity to fulfil the contract.
The tenderer must have their tax, employer contribution and VAT payments in order.
Minimum requirements:
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. The tenderer may substantiate their economic and financial position by presenting any document that the contracting authority can accept, e.g. a credit rating not older than six months, issued by a certified credit rating agency, Annual Financial Statements from the previous three years with the auditor's reports and notes or relevant guarantees. Declared. Documented upon request.

Foreign tenderers shall not present a tax certificate.

Ability to deliver
Tenderers are required to have very good implementation ability and an organisation that has the capacity to fulfil the contract.
Experience
The tenderer must have good experience from comparable assignment, i.e. Good experience with implementation, commissioning, support and maintenance of equivalent solutions.
Quality assurance
The assignment requires tenderers to have quality management systems.
Minimum requirements:
A description must be delivered of technical personnel/entities the tenderer has at their disposal to fulfil this contract. It is the tenderer's responsibility to document relevance in their description. The tenderer can document the execution ability by referring to the competence of personnel he has at his disposal and can use for this assignment, even though the experience has been gained while the personnel performed service for another service provider. Declared. Documented upon request.

Description of up to three of the tenderer's most comparable assignments during the last 3 years. The description must include:
— Recipient (name, telephone number and email address),
— The scope and value of the assignment,
— Delivery date and duration,
— Description of the delivery.
It is the tenderer's responsibility to document relevance in their description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. Use annex 5. Must be enclosed with requests to participate in the competition.

Justification for cancellation Due to circumstances that have occurred in the contest, the contracting authority has decided to cancel the contest, cf. the regulations from 12.8.2016 No 974 on public procurements (PPR) §25-4 (1). The justification for the cancellation is changes on the supplier side after the tender deadline. After the fusion between Evry Norge AS and Tieto AS, Evry Norge AS was ordered by the Norwegian Competition Authority to sell the case and archive department. This sale has been completed and the case and archive department has been transferred to Sikri AS. Evry Norge AS therefore no longer fulfils the requirements for participation in the contest. The rules on a new supplier joining a previous supplier's tender are unclear and this has been assessed to be an objective justifiable reason for cancellation. The contracting authority could not have foreseen this when the notice was published. The terms for a justifiable reason for cancellation are therefore deemed to be fulfilled. A new contest will be announced for the procurement of a case and archive system. The new contest will be greatly simplified, but will be based on the document and some of the requirements used in the cancelled contest.
