The Government Administration Services, henceforth referred to as the Contracting Authority, wishes to enter into a Framework Agreement for delivery of internet access system which shall meet the requirement for traffic to and from internet for Depnett/U which is the main service in the agreement. In addition there will be an option for delivery of traffic inspection and expanded capacity of the internet access.
Responsible for the contract and implementation is the Government Administration Services (DSS) on behalf of itself and the Ministry Community, which presently amount to approx. 4 500 people.
Who will the contract be apply to?
The contract applies to the Norwegian Government Security and Service Organisation (DSS) who will be the contractual partner to this contract.

The Contracting Authority has the exclusive option for extending the contract for further 2 years, 1 year at a time.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: the tenderer shall be a legally established company.
Documentation:
— Norwegian tenderers: company registration certificate,
— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
