A Communal State HR System and a Communal State System for Local Wage Negotiations

The Norwegian Government Agency for Financial Management (henceforth referred to as DFØ) conducted a study during spring/summer 2019 which shows that there is a great need to increase the quality and reduce the risks in the HR field. By introducing communal solutions for the strategic HR field, it will be possible for us to reduce lot of manual work related to several processes.
DFØ's goal is to offer our customers a broad portfolio of digital process support for payroll and HR systems, where the life cycle of an employee is supported from start to finish. For the HR field, we shall to begin with offering functionality in recruitment processes and organisational and personnel management to our clients. We want to deliver the first versions of these systems during 2020. We also intend to offer functionality in onboarding, competence development, follow-up employees, training and courses and HR analyses. Moreover, DFØ wants to offer digital process support for conducting local wage negotiations, which is included in this competition as a separate subcontract.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Credit rating based on the most recent accounting figures must be submitted the rating must be carried out by a credit rating company with a license to conduct this service.
Teknisk og faglig kapasitet: Tenderers must have experience from comparable assignments.
Minste nivå(er) av standarder:
Description of up to 3 of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
