2019-95 KON New Bridge Solutions — Pre-qualification

The contracting authority needs to develop bridges for the future and renovate the current bridges with new and more efficient methods in order to solve society challenges that a backlog of major maintenance/renewal and the need for the construction of new bridges gives.
The idea is to meet this need by developing new innovative technology for construction and major maintenance/renewal of bridges with a length of more than 40 metres.
Lots
Tenderers can submit tenders for 2 alternative solutions/lots:
1) Development of new bridge solutions;
2) Development of solutions for major maintenance/renewal.
Tenders can include both solutions or just one of the 2 solutions.

As stated in the tender documentation, point 2.2.1, this contest for a innovation partnership starts with a pre-qualification. This notice is for the pre-qualification phase.
Only those tenderers who fulfil the set qualification requirements will be invited to the following contest, after a possible selection based on the stated qualification/selection requirements, cf. point 2.2.3.

The contracting authority uses electronic procurement processes via the system provider Mercell (www.mercell.no). Amongst other things, tenders must be submitted electronically by the stated tender deadline.
Tenderers are responsible for submitting tenders by the tender deadline.
Tenderers are recommended, therefore, to submit tenders well before the deadline expires, for example, at least 1 hour before the tender deadline.

Beskrivelse av opsjoner:
The signed contract will be based on the Contract for an Innovation Partnership, with annexes. The contract will have the same structure as the Government's Standard Contracts (the SSAs). The contract consists of a general contract text and annexes. The contract is adapted to this concrete procurement in the annexes.

Økonomisk og finansiell stilling: The financial ability to implement the assignment.
Minste nivå(er) av standarder:
Presentation of documentation substantiating financial implementation ability, e.g. credit appraisal/rating, not older than 1 year. The appraisal/rating shall be based on the most recent known accounting figures. The rating, if any, shall be carried out by an officially approved credit rating agency.
