19015 Kvadraturen School Centre Climate Project — General Contract

Work has been ongoing for several years to clarify measures so that Kvadraturen school centre has a satisfactory inside climate.
The Norwegian Labour Inspection Authority inspected building B at the school on 11.2.2015. Several shortcomings in the building's climate installations were pointed out at the inspection. The school was given the task of mapping the situation, establishing a plan of measures for immediate improvements, and establishing plans for future permanent measures for improvements.
On 10.3.2015, the Norwegian Labour Inspection Authority ordered a presentation of the mapping, a risk assessment of the inside climate, and participation from the safety delegate.
On 1.9.2016 the Norwegian Labour Inspection Authority approved a compulsory fine so that the school would see to the previous orders. A deadline for the measures was set to 28.8.2016.
Vest-Agder County replied to the Norwegian Labour Inspection Authority's previous orders in a separate letter dated 22.12.2016. Different measures and a progress plan for the measures were presented in this letter.

Vest-Agder County replied to the Norwegian Labour Inspection Authority's previous orders in a separate letter dated 22.12.2016. Different measures and a progress plan for the measures were presented in this letter. A lot of this has been carried out. The remaining measures are covered by this general contract.

In addition to this, equivalent improvements for building A are also included, as this dates from the same period. The current users must move due to the planned measures in large parts of the school. This has been carried out as “preparatory work”, and is only included in this general contract to a small degree.

However, there will be areas where the general contract will have interface with previous work, which will give a fully upgraded building.

The tender includes options for minor parts of the scope, which can be taken out or included in the contract period. Cf. the contest description, part II, point A1.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a register of business enterprises, professional register, or a trade register in the country where the tenderer is established.

Documentation:

Norwegian tenderers: Company Registration Certificate.

Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have their tax and VAT payments in order.

Documentation: Tax and VAT certificate, not older than 6 months.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers shall have sufficient economic and financial capacity to be able to fulfil the contract. The minimum annual turnover must be one time the value of this contract. Creditworthiness with no requirement for guarantees will be sufficient to meet this requirement.

Documentation: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service. The business’ Annual Financial Statement.

Teknisk og faglig kapasitet:

Requirement: Registration in StartBANK or equivalent supplier register.

Documentation: Registration Certification.

Requirement: Tenderers must have carried out projects where parts of the “building/property” are in normal operation and have users close to the project work with good results.

Documentation: A description of completed projects, and documentation that they were carried out without major deviations.

Requirement: Tenderers must have carried out projects in urban environments with heavy vehicle and pedestrian traffic in immediate proximity with good results.

Requirement: The tenderer must have experience from comparable assignments: Schools, climate-friendly buildings.

Documentation: Description of the tenderer's 3 most relevant assignments during the last 5 years. The list must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address).

Requirement: Apprentices, cf. the requirements in the “seriousness provisions”.

Documentation of the company´s apprentice programme, or of participation in a joint programme.

Requirement: Use of skilled tradesmen, cf. the requirements in the “seriousness provisions”.

Documentation: Overview of employee education.
