The target group for the sheltered accommodation flats is primarily elderly over 67 years of age with a need for a suitable residence due to medical, social or physical reasons. The extent of the need for help can vary widely, from virtually self-reliance when it comes to daily life tasks, to being in need of nursing and care the majority of the time. The residents must be able to live in their own home for as long as possible, and thereby postpone or eliminate the need for an institution space. Welfare technology/smart house technology will contribute to this objective and be offered as part of the concept.

Brief information about the resolution:
The starting point is the municipal Council's resolution of 18.12.2018:
In February 2019, the Chief Municipal Executive announces a competition for the purchase of 40 sheltered care accommodations. The Chief Municipal Executive secures dialogue and input from the private market about the possible orientation of the competition, before it is announced. The competition will concern the procurement of a complete project, where a site with sheltered accommodation flats is offered in accordance with the Husbanken standard, and associated necessary common areas, so that the project triggers investment grants from Husbanken. The project will contain an area set aside to be a base for home nursing care. It is a requirement that the municipality will achieve VAT compensation.

It is desirable that the sheltered accommodation flats are included in a major centre, where the private provider also undertakes to construct and sell senior housing adapted directly to the buyer. The municipality will not take the economic risk for these apartments. In addition to the sheltered accommodation flats (40 units) needing to be designed in line with Husbanken's rules, the competition will place emphasis on economy, geographical vicinity to the existing residential and activity centre in central Sandefjord, the number of private apartments beyond those the municipality procures, date for completion, and the operating optimal solutions. It is left to the private provider to offer a complete project with site, engineering design and construction in line with the named requirement.
