Oslo kommune v/ Bymiljøetaten

Bymiljøetaten [the Department of Urban Development] is the municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal roads network, including the standardised county roads network. As the road administrator, the contracting authority is responsible for follow-up the requirements for measures against noise and air pollution from roads. Cf. the Pollution Control Act. The contracting authority is also responsible for long-term public transport planning, traffic and street plans, traffic safety measures and plans for practicable public transport traffic measures. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users. The works comprise resurfacing roads, streets, pavements, pedestrian and cycle paths, as well as all necessary preliminary works related to this.

The works comprise resurfacing roads, streets, pavements, pedestrian and cycle paths, as well as all necessary preliminary works related to this. A proposal of where the works are planned executed in 2020 is available. The proposed roads are listed in the annex. The objective of the contract is to renovate the asphalt surface on roads, streets, pavements, foot and cycle paths that are administered by the contracting authority to ensure the infrastructure and former investments as well as improve the roads standard. The work includes the necessary preparatory work such as resetting of curbs and other necessary and appropriate actions in relation to resurfacing.

Laying red asphalt in cycle lanes/cycle boxes is included in the assignment. The description of the purpose and extent is not exhaustive. A detailed description of the processes included in the assignment is in Annex 1; the requirement specification.

The contracting authority shall prioritise main roads/feed roads within the ordinary budget volume.

This contract is not exclusive and the contracting authority reserves the right to enter into other contracts for execution of works if deemed suitable.

Requirement: tenderers must be a legally established company.

Documentation requirements:

Norwegian companies: Company registration certificate.

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than 6 months and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

The contracting authority reserves the right to obtain a credit rating if needed.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder: Sufficient financial capacity to fulfil the contract/assignment.
Teknisk og faglig kapasitet:

Documentation requirement: a description of the key personnel, particularly those who are responsible for the quality control, that the tenderer has at its disposal for fulfilment of the contract, with information on education and professional qualifications (CV).

Documentation: an overview of relevant building and construction works that the tenderer has carried out in the last 5 years, together with attestations of satisfactory execution of the most important work.

Documentation requirement: a description of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

Documentation: a description of the routines and methods for execution, control and documentation of work out in the field, including the routines for checking asphalt prescriptions and matter and for approval of executed work. A description and submission of actual parts of the tenderer's quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.

Requirement: adequate competence for the execution of the assignment. The key person(s) must have good knowledge about the asphalting discipline.

Requirement: experience from similar assignments.

Requirement: an environmental control/environmental management system.

Requirement: a quality assurance system.
