Omsorgsbygg Oslo KF will contract a turnkey contractor for the development and construction of a new Lambertseter Nursing Home in the Nordstrand district (the project is called the Lambertseter Homes).
The project consists of:
— the development of the preliminary project with interaction,
— detailed engineering design services,
— demolition of the existing Lambertseter Old Peoples and Nursing Home,
— construction of the new nursing home,
— hand-over with trial operation.
The new nursing home must be constructed with 130 nursing home places, and it is be to dimensioned for 220 employees and it must include a day centre. A car park basement must be established below ground. The delivery includes the accompanying outside areas; a sense garden at ground floor level, as well as communal outside areas on each floor and possibly on the roof. The building has a total of approx. 15,000 m BTA.

The Lambertseter Home is located in the south-eastern part of Nordstrand district, to the east of Lambertseter Sixth Form College, address Østliveien 42-44.

The building is situated on 2 municipal owned sites, cadastral no. 159 title nº 236 and 245 (part of 159/1). The sites are regulated for a public building (old peoples and nursing home). The total site area is approx. 4 601 m
The Lambertseter Home was built in 1969 and renovated in 1989 and 1996. There are currently 84 nursing home places and a day centre with 8 places. The existing nursing home building is to be demolished.
The new nursing home must be constructed with 130 nursing home places, and it is be to dimensioned for 220 employees and it must include a day centre. A car park basement must be established below ground. The existing transformer must be moved and integrated into the building. The delivery includes the accompanying outside areas; a sense garden at ground floor level, as well as communal outside areas on each floor and possibly on the roof. Two squares are to be established outside. Development of pavements, ensuring damp courses and redevelopment of compensation areas must be in place before the building is taken into use (the decision on redevelopment is expected in spring 2019). It must be possible to use the roof area for recreation/outside area, possibly for the management of rain water and the production of renewable energy. The new building must have 6 floors towards the east, going down to 4 floors towards the west. The building will have a total of approx. 15,000 m

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration,
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— Tenderers shall be a legally established company.
— Norwegian companies: Company Registration Certificate,
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Requirement:
Tenderers must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The Contracting Authority will obtain a credit rating based on the last known fiscal figures.
The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have the capacity to carry out the assignment.
Documentation requirement:
— A statement of the tenderer's average workforce and the number of employees in the administrative management in the last three years.
Tenderers must have experience from assignments of an equivalent nature, complexity and extent.
The assessment will, amongst other things, but not exhaustively, emphasise experience from (in order of priority):
— Purpose-built buildings (preferably health centres) in round-the-clock operation,
— Engineering design services for and/or the construction of buildings with high environmental ambitions,
— Major turnkey contracts,
— Interaction contract/turnkey contract,
— BREEAM NOR building certification.
— An overview of the most important deliveries in the last 5 years. The overview must include the work's
—— value;
—— contract type;
—— as well as the date and place where the work was carried out and
—— state to what extent the work was professionally executed and properly completed (with a certificate from the builder);
—— Environmental ambitions for the reference projects are also to be given.
Descriptions of projects are to be given by completing “annex 02 Template for Project Overview”.
Individual CVs are not requested under this qualification requirement.
Tenderers must have a well-functioning environmental management system that is relevant to the content of the contract.
Tenderers must present a description of the tenderer’s environmental management measures.
This must be described by enclosing documentation that refers to the general structure and frameworks for the tenderer's environmental management system for the services included in the contract.
Documentation shall at least describe the following points:
a) the organisation´s environmental policies and environmental aims;
b) Tenderers must identify what environmental aspects are relevant for the job they are to do and must have relevant procedures that show how they manage this influence;
c) method for systematic updating and improving of the work processes (periodic audit).
Alternative 1:
If a tenderer is Eco-lighthouse certified, it is sufficient to enclose the certificate.
Alternative 2:
If the tenderer has ISO14001 certification (or equivalent), it is sufficient to enclose the certificate.
The tenderer shall have a well-functioning quality assurance system that is relevant to the content of the contract.
The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.
a) the organisation’s quality policy and quality goals;
b) the work processes and work procedures that are relevant to the contract’s content;
c) methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.
Documentation can be requested.
Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract relationship will be regulated by the attached contract “Contract formula NS8407 procurement of a turnkey contract”, with the additions and changes in “Annex 06 Tender Documentation” and “Annex 08 Contract Formula NS8407”.
The contracting authority draws particular attention to the fact that the reliability provisions for Oslo municipality (see annex 08 Contract Formula NS8407, chapter 32) will apply for this project. It is a prerequisite for the contracting authority that tenderers are fully aware of the reliability provisions in addition to the other contract provisions.
