The objective of the contract is to enter into a contract with a professional tenderer for a technical system and operation of a cloud based system for ticket sales. The contract shall also include collection, analyses and strategic application of customer data (CRM system). The contracting authorities will base the procurement of a ticket system on the Green shift – climate and environmentally friendly restructuring The contracting authority will reward tenders that meet the new trends and alteration which will occur on digital platforms, including mobile solutions. The clear objective of the procurement of the ticket system is to reduce paper tickets and that the users will prefer procurement of digital tickets.
The contracting authority is looking for a collaboration partner who is very interested and who has insight into ticket sales. We are looking for an innovative and knowledgeable partner, who together with us, can create a dynamic ticket system that satisfies a market that continually changes. The collaboration partner ought to have knowledge of consumer sales and marketing trends and be able to develop the system in accordance with this.

The contracting authorities shall procure a new ticket system for use in the 3 organisations. Each of the organisations will be responsible for implementing their contracts, separate contracts will be signed for each of the organisations, with different implementation dates.

Beskrivelse av fornyelser:
Automatic renewal for 1 year at a time after the contract expires on 3.9.2022. The total maximum contract period is 8 years from the date for signing contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established company.
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient economic and financial solidity for the contracting authority to be assured that the tenderer will be financially viable throughout the contract period.
Extended credit rating / report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

Teknisk og faglig kapasitet:
Tenderers are required to have experience from the implementation of minimum three systems at customers of an equivalent size and complexity.
Documentation through an overview of the most important deliveries in the last three years, together with information of the contract value, delivery or execution dates and the name of the recipient.
A description shall be given on how the tenderer conduct system development and the routines thereof. A description on how the tenderer works with the development of ticket / CRM systems, and documentation showing routines thereof.
An overview of employees who work with system development. References with contact information. If required, the contracting authority will contact the tenderer´s given references for more detailed information.
The tenderer shall sign a data processing agreement with the contracting authority, in accordance with the appendix in annex 2; "databehandleravtale" ("the data processing agreement").
