NLB produces audio books, primarily in Bokmål (nb-NO), but voices for both Bokmål and Nynorsk (nb-NO) will be purchased. In the future, the number of media with synthetic speech will increase. Therefore a price model is needed which is beneficial for a large quantity of synthetic media and many users, and where the costs are predictable, even if the number of users increases. Currently, NLB’s users receive the synthetic speech which is pre-produced speech (currently synthesized on NLB’s servers).
NLB must upgrade to a new TTS system, including new voices. The renewal should include both Norwegian Bokmål and Nynorsk voices, and an English voice from the same service provider. The upgrading should comprise both a server based and a client based TTS system.

Definitions:
With server based TTS, NLB means TTS installed on servers hosted by NLB. The speech is produced on the server and thereafter sent to the users.
With client based TTS, NLB means TTS installed on one of the end users’ devices, for example a smart-phone or DAISY player. Text is sent to the device, and synthetic speech is thereafter produced locally on the device.
The objective of this tender is to find a service provider who can deliver a TTS system with new voices. The system shall consist of the following:
— TTS system with English voice,
— one Norwegian Bokmål (nb-NO) voice,
— option for the contracting authority: One Nynorsk (nn-NO) voice.
The Bokmål voice shall be based on the Standard Eastern Norwegian pronunciation.
We request two different suggestions for development of the Nynorsk voice. The Nynorsk voice can be A) built primarily on the same Norwegian pronunciation as the Bokmål voice, or B) on separate recording with the use of another pronunciation (for example) Western Norwegian pronunciation chosen by the tenderer. NLB will choose between alternative A) and B) for the Nynorsk voice.

It must always be assumed that NLB chooses ‘unit selection voice’ for production of synthesised media.
A draft of the tender documentation is attached to this pre-qualification. The contracting authority retains the right to make minor changes/non significant changes to the tender documentation before the invitation to deliver tender offers.
