Project for clearing and digitalising technical archives

Frogn Kommune

Frogn, Ås and Vestby municipalities, (hereafter called the Contracting Authority), would like to provide the best possible offer and good service as regards access to information for our inhabitants through digitalising property and technical archives. By making our archives digitally available, processes aimed at the municipality’s inhabitants will be simplified and improved. Better and more secure access to documents will also ensure quicker public case decisions, and the archives will be more secure afterwards.
Furthermore, the aim is that is shall be easy to retrieve and use documents via the Contracting Authority's existing case and archive system, Public 360 Version 4.1 SP9 UPD2. Documents in ongoing cases shall also be available for the Contracting Authority during the project period.
Compliance with the Archive Regulations is a general prerequisite throughout the implementation of the project.

Better and more secure access to documents will also ensure quicker public case decisions, and the archives will be more secure afterwards. Furthermore, the aim is that is shall be easy to retrieve and use documents via the Contracting Authority's existing case and archive system, Public 360 Version 4.1 SP9 UPD2. Documents in ongoing cases shall also be available for the Contracting Authority during the project period. Compliance with the Archive Regulations is a general prerequisite throughout the implementation of the project. A total of approx. 614 gross shelf metres shall be cleared and scanned. The contract, including options, is estimated to have a total value of between NOK 9 000 000-12 000 000. The contract is subject to the Contracting Authority/municipality's budget situation and other framework conditions. The stipulated contract extent must be seen as a guideline that gives the right but not an obligation to procure beyond using the contract with the limitations given in this document. The contract includes:

— packing, collecting and transporting the archives to the Tenderer's own premises,
— clearing and categorising a technical paper based archive,
— scanning a technical paper based archive,
— delivery of a digital archive in accordance with the NOARK 5 standard and Annex 1 B1 Wanted Archive Structure,
— packing and delivery of the paper archives to a depot in accordance with the Normal Instructions for Archive Depots in Municipalities.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company:
— Norwegian Tenderers: Company Registration Certificate,
— foreign Tenderers: confirmation that the Tenderer is registered in a trade register or company register in accordance with the legislation in the country where the Tenderer is established.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to be able to fulfil the contract. Credit rating from a certified credit institution. This must show a minimum of “credit worthy” to be approved.
The Contracting Authority reserves the right to carry out a credit assessment from the credit rating company Proff Forvalt. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the Tenderer's economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the Tenderer's parent company, another company in the same group, a collaborating partner etc.
Teknisk og faglig kapasitet:
The tenderer must have sufficient implementation ability.
A short, general description of the company shall be given, including:
— an account of the company’s business concept and core competencies related to the scope of the delivery,
— an overview of the company’s history, organisation and ownership, as well as a description of the current business activities,
— description of how the Tenderer is organised for the implementation of this contract,
— a brief description is to be given of the overall quality assurance system that the Tenderer will use for carrying out this contract.
Tenderers can choose to rely on other companies’ capacity to meet the technical and professional qualification requirements.
The Tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the Tenderer's parent company, another company in the same group, a collaborating partner etc.
The Tenderer shall have good experience from equivalent deliveries certificates from equivalent contracts. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:

— a brief description of the assignment,
— time of execution,
— scope of the assignment in monetary amount,
— name, and telephone number of the reference person at the Contracting Authority.
If it is not possible to acquire signed or verified attestations, the Tenderer shall provide a list of all relevant assignments with descriptions according to the above points.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
The tenderer shall have sufficient environmental competence, safeguarded by incorporated routines.
Copy of certification (e.g. ISO 14001, EMAS, Miljøfyrtårn, other environmental management standards based on relevant European or international standards from accredited organs), or documentation of another equivalent scheme.
If a tenderer is not certified, a short account shall be provided that describes how the environment is taken care of in the company.
