From 2016-2019, Statens vegvesen [the Norwegian Public Roads Administration], together with the regional toll money companies, will implement a series of procurements, which shall replace the current central system. After a completed and approved concept phase, the project is now in the planning phase of the procurement of a business system for the regional toll money companies, in the industry referred to as operator solutions.
The contracting authority wants to procure an operator solution that supports, simplifies and makes processes more efficient based on a standard system and best practice for collection, invoicing, sales ledger, accounting, processing of payments, and administration and reporting. The operator solution is considered to be a variation of an ERP system (ERP=Enterprise Resource Planning).

The system shall manage the invoicing and collection process against vehicle owners without an AutoPASS agreement, but have an interface with other system solutions where appropriate. The solution shall also manage the relationship between the Issuing Companies that manage the invoicing and collection process against vehicles with an AutoPASS agreement. The solution shall also manage the relationship with the Collection Companies that manage the collection process against selected vehicle groups, for example, non Norwegian registered vehicles.

The operator solution shall be an important link in achieving more of the goals in the current toll money reform, and in particular the goal about more efficient toll money collection, at the same time that user friendliness is key. To achieve this, it is important that the solution ensures the expectations and requirements for automation and digitising.
