Procurement of a framework agreement for the management and care of outside areas

The work included in this framework agreement is the management and care of the outside installations around the Norwegian Parliament. There will also be a sporadic need for the Norwegian Parliament´s commuter flats (all located in the centre of Oslo).
The tenderer shall see to the management and care of the Norwegian Parliament's outdoor areas every day, all year. Spring, summer and autumn operations will consist of cleaning roads and spaces, removal of graffiti, emptying rubbish bins and picking up rubbish, grass cutting, weed removal, leaf handling, pruning bushes, trees and roses. Winter operations consist of cleaning, snow removal and gritting. This also includes snow removal from roofs if necessary. See Appendix 1 for a more detailed description.
It is a prerequisite that tenderers have a professional understanding and knowledge of the cultural historical elements in the central green areas in order to carry out the described work.

Kort beskrivelse:
The workplace is in one of Norway´s busiest areas as regards pedestrians and consideration must, thus, be given to the public. It is very important that the current traffic is maintained whilst the work is carried out.
Attention is drawn to the fact that the described services in annex 1 are to be seen as minimum requirements for the service and that reservations against these or the contract terms can lead to your tender being rejected.
The contracting authority shall have an option to include Wessels plass as part of the outside areas that shall be managed in 2019.
The contracting authority is free, in the contract period, to carry out major assignments and special projects outside the framework agreement.
The contracting authority will decide which assignments/deliveries shall be carried out within the framework agreement and which shall be carried out after a public procurement procedure.

The contracting authority can extend the contract once or several times for up to a further 3 years, to a maximum of 4 years.
