The current system for the data network is based on a closed VPN network, primarily delivered over ADSL. Most of this data connection operates with a sending speed (from PGS to the control centre) of 1000 Kbps. For data connection from stations where ADSL is not available, mobile data connection 3G/4G can be considered. However, the aim is that as many stations as possible have ADSL (physical lines). The PGS stations deliver data close to realtime (1-second intervals) with an actual current bandwidth need of minimum 256 Kbps. Emphasis is put online stability (via physical lines) in order to minimise interruptions to data/measurement series. The delay in the current system is 60 milliseconds on average. Simple administration (over the station network) occurs sporadically and requires little capacity.

The procurement will be made in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. parts I and III. A contract will be awarded in accordance with the restricted tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1).

The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements in chapter 4 Qualification Requirements and who have been invited will be able to submit a tender, cf. point 2.1 below.

The contracting authority has an option to extend the contract on the same terms for 1+1+1+1 year, so that the total possible contract length is 6 years.
The options will automatically be taken up if the contracting authority has not given notice on the contract at least 3 months before the contract the tender deadline.
