Due to the society critical functions and content in the Immigrant Database, UDI has found it necessary to require their infrastructure and data be located in Norway.

As the Immigrant Database (UDB) is considered to be a society critical system, it must be assessed against the 2018 Security Act. The Security Act introduces the term ‘basic national functions’. The Norwegian Directorate for Civil Protection (DSB) utilises the term 'Society critical functions, where UDB is listed as a society critical function (i.a. due to the border control's use of UDB).

Tenderer's must arrange that operations and associated services occur in Norway, with personnel that at all times fulfil UDI's guidelines and instructions. Communications language, written and oral, must be in Norwegian.
