The objective and scope of the contract:
The competition concerns a contract for the delivery of a complete case processing and archiving system in accordance with Noark5 for open zones, and a Noark5 core with simple case processing for secure zones. This involves solutions for data capture, case processing, work process support, digital dispatch and signing, access to national joint components, record-keeping and archiving for Lillestrøm kommune. The solutions shall ensure the record-keeping requirement and the archiving requirement for professional systems through integrations.
The principle sketch as shown in the picture below uses the EPJ system as a representation of professional systems in general. It can be professional systems both with and without EPJ (electronic patient records). An archive core in a secure zone must be able to manage both structures and activity specific metadata in such a way that the original connections (context) from the professional system are safeguarded in the best possible way.

There is a strong focus on efficient work processes in the new municipality, and Noark5 case and archive solutions for open and secure zones will support this. This particularly concerns the complete solution for an open zone. The solution/s shall integrate closely with administrative professional systems (for example HR/Finance) i.a. To reduce double recordings and unnecessary work processes, and with professional systems within the childhood and youth sector and the health service etc. to ensure data capture, standardised archiving and standardised extraction for transfer to the depot.

New solutions for both open and secure zones shall be in full operation with integrations 01.01.2020. The testing environment requires solutions/new solutions to be complete and ready for testing and initialisation of integration works with professional systems 01.06.2019. The Contracting Authority reserves the right to decide when the different parts of the system shall be taken in use. The implementation and use be agreed with the new supplier.
