Competence for future nursery schools — Revised strategy for competence and recruiting 2018-2022. The framework plan for the nursery school came into force 1.8.2017, Report St. 21 (2016 – 2017) Learning desire [Lærelyst] — early efforts and quality of the school and the Teacher Education 2025 — National strategy for quality and cooperation in the teacher education are the central background documents for the competition.

The documents describe i.a. the desire for tighter cooperation between nursery schools and nursery school teacher education, and between schools and teacher education. It is a goal to get educations that can contribute to even better nursery schools and schools, and it is a goal to increase the competence of employees through both collective and individual competence development measures.

In line with the competence strategy for future nursery schools, the universities and university colleges shall have a central role in the work with competence development.
Regional scheme for competence development for nursery schools.
Through a regional scheme for competence development, the directorate wants to facilitate cooperation for competence development in the nursery schools through the County Governor, the municipality as the nursery school authority, the nursery school owners, universities and university high schools and other relevant parties in the cooperation contributing to strengthen the competence. The goal is to secure an equivalent nursery school offer of high quality for all children. An important principle is that nursery school owners and management take responsibility for and facilitate competence development for their employees.

With the introduction of the regional scheme for competence development, a cooperation forum will be established in all of the counties that shall develop and decide long-term plans for competence development. The forums shall, as a minimum, consist of representatives from the County Governor, the municipality as the nursery school authority, nursery school owners and local UH. The County Governor has a coordinating function and contributes to facilitation of long-term cooperation for competence development, cf. Annex. Through participating in the cooperation forum, the UH institutions gain an overview of county, regional and local competence needs over time. The overview can be used to build own capacity and competence in line with the nursery school owners professional challenges.

Nursery school based competence development is the primary measure in regional schemes for competence development and shall be both practice and research based.
The UH institutions in the regional scheme shall contribute to research based, practice oriented and relevant content in the competence development measures. By supporting the nursery school owners in the implementation of nursery school based competence development, the UH institutions will have the possibility of strengthening their knowledge on practices in nursery schools, that can provide increased relevance and practicality in both basic and further education.

In the strategy for teacher education, the Ministry of Education and Research emphasises that the quality of the education depends not only on the efforts of the teacher education, but also that of the institutions where the students practice during their study and later shall work, taking responsibility for contributing to good quality. Regional scheme for competence development also require equivalent partnership between nursery schools and the education institutions.
