The parliamentary bill No. 21 (2016-2017) “Desire to learn — early efforts and quality of the school”, the Norwegian Ministry of Education and Research has proposed a module based post-graduate studies for headmasters and other school administrators who have completed the master programme in educational leadership or equivalent education. The measure is intended as a contribution to ensure the compliance with the requirement for systematic competence development for school administrators, beyond the basic competence provided in the programme for educational leadership.

15.12.2017 the Ministry of Education and Research (the assignment letter 10 — 17) gave the Norwegian Directorate for Education and Training the assignment to develop:
1) A framework for module based postgraduate studies for school administrators. The deadline was 15.10.2017;
2) A module for the postgraduate studies for school administrators, with bullying and the learning environment as subjects.

The Norwegian Directorate for Education and Research would like an option for an extension of the assignment up to and including 31.12.2025.
The objective of the option is to continue the offer if the test period is successful.
The Norwegian Directorate for Education and Research will decide whether to take up the option by 31.12.2021.
