The company's organisational and legal position

The qualification requirements must be fulfilled by the main supplier.

a. Tenderers must not have arrears relating to the payment of taxes and duties to the government.

Tax and VAT certificate. The certificate shall not be more than six months old. Any arrears must be explained/justified.

b. Tenderers must confirm and fulfil the requirements in Norwegian legislation with regard to health, safety and environment (HSE).

Presentation of a HSE self-declartion that meets, or if awarded the contract will meet, legal requirements in Norway within health, safety and the environment.

The self-declaration must be attached to the request.

The self-declaration must be signed.

c. Tenderers must be a legally Norwegian registered company (the Norwegian company requirement is out of stand-by considerations).

Updated Company Registration Certificate.

d. Tenderers must have proper professional conduct.

If, in the last 5 years, a tenderer has been convicted of corruption, fraud or laundering of money, or found guilty of a criminal offence related to professional conduct, the tenderer must submit an account of the judgement and case, as well as any self-cleaning measures carried out by the tenderer after the matter.

Economic and financial qualifications

Economic and financial qualifications that must be fulfilled by the main supplier.

Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.

The contracting authority will evaluate the tenderer's fulfilment of the qualification requirement in the following manner:

1. Annual Financial Statements lodged for the last 3 years with notes including the auditors report.

2. Income statement and balance sheet for the last 6 months, if it is more than six months since the last annual report.

3. Credit rating from a certified credit rating institution (must not be older 3 months).

4. If the tenderer cannot submit documentation named in points 1-3 above, he can demonstrate his economic and financial position with another document, including for example a parent company guarantee.

Teknisk og faglig kapasitet:

The tenderer's capacity

Information on professional and technical qualifications will be assessed together for the main supplier and any sub-supplier(s). The professional and technical capacity at the main supplier must be clear, as well as for sub-supplier(s) if they are used.

a. Tenderers must have the qualifications and capacity required to provide the services from Norway.

1. Description of the main supplier and their organisation (including management) and areas of business, including a description and documentation of the company’s professional qualifications, capacity and competence for the delivery of ICT operational services.

2. A brief and general description of any sub-supplier(s) and their organisation(s) (including management) and areas of business. The documentation must show that the tenderer can provide the central services from Norway.

b. The tenderer´s personnel who will contribute to the deliveries must be able to get security approval, and central personnel must be able to get security clearance.

1. Tenderers must substantiate that personnel who, in the event of an award of contract, will be involved in deliveries to Norges Bank, can get security approval and security clearance for central personnel.

2. Tenderers must show that they know the prerequisites for physical persons being able to get security approval (see point 3.8 above) or security clearance in accordance with the Security Act, and who how they will be able to staff any assignment with persons who meet these requirements.

c. The tenderer must have the use of two computer centres in Norway when the contract is signed.

State the location of the computer centres in Norway and the owner/contractual relationship.

Reference assignments

To be answered together for both the main supplier and any sub-supplier(s) who will directly contribute to the services. The description must state what each supplier contributed in the different services.

a. It is a requirement that the tenderer, hereunder the organisation’s resources in Norway, have relevant experience from similar deliveries.

Overview of the 3 most important reference assignments, with equivalent competence areas, with the following information:

a. Name of customer.

b. Period.

c. Services provided.

d. Scope and description of the delivery.

Requirement regarding security and quality management

a. Tenderers must have a management system for security (physical security, personnel security, information security, cyber security, crisis management and business continuity, etc.), in accordance with ISO/IEC 27001, or equivalent standards.

The request must contain a description and documentation of the security management system. This must include a description of the scope of the management system, which states the extent to which the management system covers technology, information, organisation units, personnel and physical locations that can influence security for deliveries to Norges Bank. If a tenderer is certified in accordance with a recognised standard, a copy of the certificate can be attached to the request.

b. Tenderers must have a general quality control system in accordance with ISO/IEC 9001, or equivalent standards.

The request must contain a description and documentation of the quality control system. If a tenderer is certified in accordance with a recognised standard, a copy of the certificate can be attached to the request.

Commitment statement for sub-suppliers

If the tenderer wishes to rely on the capacity of other companies, the tenderer must document to The Central Bank of Norway that the tender will have control of the necessary resources, by presenting a commitment statement from these companies.

Furthermore, it must be documented that the sub-contractor fulfils the relevant qualification requirements. In addition, all sub-suppliers, who are used to fulfil a qualification requirement, must document fulfilment of the requirements in section 4.1 the company´s organisational and legal position and section 4.2 economic and financial qualifications, assessed against the concrete role of sub-supplier.

If there is a change of sub-supplier, they must also fulfil the above requirements.
