Oslo municipality needs to procure a joint ICT tool to support work on quality assurance and internal control. The first sector that shall use the system will be elderly persons, health and social services (EHS). Other town council departments will be dealt with by non-exclusive options in the contract, which can be taken up at a later date.
The quality assurance and internal control tool that is procured shall contribute to supporting necessary processes on different levels and it must be robust enough to cope with all of Oslo municipality's organisation of approx. 55 000 employees.

— The procured system shall be a joint system for Oslo municipality, the EHS sector shall implement and use the procured system first. Entities in other sectors can be incorporated and implemented via options in the contract.
— The authorities´quality requirements for document processing and managing procedures shall be fulfilled for all levels in all the entities who use the system.
— All employees shall use the system as their preferred source of information for routines, procedures, relevant laws and regulations.
— The entities shall have uniform and correct handling of deviations, unwanted events and improvement proposals.
— Oslo municipality shall, with the newly procured system, always be able to get a total overview of registered deviations, unwanted events and improvement proposals.
— All employees shall be able to use the procured system.
Varighet: 48 måneder

The contract period will be 4 years.
The Contracting Authority has an option to extend the contract for a further 2 + 2 + 2 + 2 years on the same terms. The maximum length if all the options are taken up is 12 years.

Objektive kriterier for å velge det begrensede antallet kandidater:
Out of the received requests for participation in the competition, the Contracting Authority will invite the 4-7 tenderers who best fulfil the qualification requirements for experience (weighted 70 %) and access to competence and technical resources (weighted 30 %), to submit a tender.

The Contracting Authority will evaluate the tenderer's documentation under the 2 relevant qualification requirements and give points on a scale from 1-5. The tenderer who best fulfils a requirement will receive 5 points. The other tenderers will be given a point score that mirrors relevant differences in the requests. The 4-7 tenderers who have the highest total score (are best qualified) will be invited to submit a tender, provided that a sufficient number of tenderers as considered to be qualified.
