The Contracting Authority hereby invites tenderers to a competition for contract T01 turnkey contract in project Ibestad nursing home and sheltered accommodation flats.
The existing nursing home building is to be demolished and replaced with a new:
— Nursing home,
— Sheltered accommodation flats,
— Sheltered accommodation flats, shared housing.
The existing nursing home is to be demolished after the new nursing home has been completed and taken into use. Then the sheltered accommodation flats are to be completed and taken into use. Demolition of the existing buildings, as well as the development and completion of outdoor areas are to be included in the turnkey contract.

Tenderers must substiate that they have the qualifications requested by the contracting authority to fulfil the assignment.
If a tenderer depends on sub-suppliers´ qualifications in order to fulfil one or several of the qualification requirements, tenderers must document in their tender that they can use the sub-suppliers´ capacity. The tender must, in such cases, include the following documentation for each sub-supplier:

a) Documentation of the technical, financial or professional qualifications at the sub-supplier in question. The documentation is to be formulated and systemised in accordance with the tables below;
b) Commitment statement or other documentation that the tenderer can use the necessary resources from the sub-supplier. The commitment statement must have the following text: 'The undersigned company (sub-supplier´s name and Business registration number) is obliged to carry out the following work (description of the work that the sub-supplier will carry out for the tenderer) for (name of the tenderer) in project (name of the project). (Date and signature).'

Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to comply with the contractual obligations.
The public annual accounts for the last 3 accounting years. If a tenderer believes this does not provide the correct image of their economic capacity, this can be accounted for, possibly by supplementing newer credit assessments/rating carried out by an officially certified credit rating institution. Tenderers who plan to use sub-suppliers, that individually make up more than 5 % of the tender sum, must enclose equivalent documentation from the companies in question. In addition an overview shall be provided of all planned contracts, what they include (type of work, extent) and the name of the sub-supplier.

Teknisk og faglig kapasitet:
— Central certification or verified competence as stated in SAK chapter 11 or equivalent, in minimum development class 2. Documentation of development class 3 is required for engineering design services for fire safety,
— Relevant experience: A list of the most important assignments executed during the past (5) years. The list must contain information on the scope of the work and references,
— Quality assurance/management system: An account of the company´s quality assurance/management system.
A copy of the system certificate for the quality assurance system, issued by an accredited certification body or equivalent documentation.
— Satisfactory competence in key personnel who are included in the assignment organisation for these types of assignments. Information on the education and professional qualifications of the tenderer´s key personnel, e.g. CVs for the following functions:
