Trondheim has an attractive and lively centre, which we are very proud of, and Midtbyen has an identity for all of the town´s population. At the same time, the central areas face major challenges as regards area and transport development.

We would like to contribute to solving this with the plan for the development of the Centre, which consists of three different strategy and planning work areas. 'Future visions Trondheim Centre 2050', with its Centre strategy, is one of the most important policy means for creating a discussion basis and for reaching agreement on the way forward for the centre of Trondheim. The aim of this illustrated visionary work is to get a general grasp of the town development in the central areas, and strategic measures to achieve an even more attractive and lively town centre.

We know that there are many skilled professionals who can think in general terms and strategically on town design and densification. We would like to have an even better understanding of the potential in the centre of Trondheim and fine the correct balance between development and protection in Midtbyen. We are using this competition to ask for help to visualise and concretise the possibilities that exist for the central areas up until 2050.

Our aim is to have broad and active involvement throughout the entire planning process, in order to create ownership and identity, and to get a better Plan for the Development of the Centre. This will also apply to the parallel assignment process. We will arrange both a start-up seminar, mid-term seminar and a larger open meeting after the proposals have been completed. An evaluation committee with broad experience will evaluate the received proposals and they will be made available in an exhibition at start of 2019.

We hope that the proposals can contribute to finding the correct policy means for setting the direction for the development of the town up until 2050. The project will be financed by Trondheim municipality, the Ministry of Local Government and Modernisation and the County Governor in Trøndelag. In cooperation with Norske arkitekters landsforbund, we hope you enjoy reading the competition programme and you are very welcome to participate!

The work will consist of following phases:

Phase 1

All the four (4) teams will look at Midtbyen and an awarded sub-area; centre north, south, east or west.

The tams are to show connections to the surrounding areas. In addition, they are to show a step-by-step development of the awarded central area, and show a complete vision of development up until 2050.

Phase 2

The teams will be awarded different specific problems and must go into more depth than in phase 1. The problem will be awarded straight after the mid-term seminar. The delivery in phase 1 and the evaluation committee´s recommendations will form the basis for the award of the problem and the assignment in phase 2. The problems can, for example, deal with densification, development of a street or an urban environment.

Information must be given in the tender if the teams have other assignments in the central area.

The Contracting Authority reserves the right to award tenderers assignments for further reviews of the prepared proposals.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements.

Requirement: Tenderers must be a legally established company.

Documentation: Norwegian tenderers — Company Registration Certificate.

Foreign tenderers: Registration certificates in professional registers as determined by the legislation in the country in which the tenderer is established.

The Contracting Authority requires that the tenderer's and any sub-suppliers´ wages and working conditions are in accordance with generally applicable tariff agreements or nationwide tariff agreements for the appropriate area covered by the contract. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are in the tariff agreement.
