The culture entity in Trondheim municipality offers activities and events for different target groups, runs cultural arenas in the town districts and facilitates voluntary work through grants, premises, advice and competence. The culture entity cooperates with a number of different teams and organisations on a broad and diverse cultural offer in Trondheim municipality.
The actor, grant and booking bases are central systems for the culture entity. The actor base is a searchable overview of voluntary organisation, where organisations and actors who would like to apply for grants or loan /hire municipal premises must be registered. Voluntary organisations, sports clubs, culture actors and other actors can apply for grants in the grants base and the municipality can process applications, reports and appeals in the system. Voluntary organisations, sports clubs, culture actors and others can use the booking base to search for premises and apply to loan /hire premises and the municipality can process the applications in the system.

The actor, grant and booking bases were first used in 2015. A further development project was carried out in 2017 /2018, in which several important functions were updated. The contracting authority would like to develop the system further within a given budget limit in 2018.

Aim: the actor, grant and booking bases must be upgraded with new functionality that will make it easier for both external users and internal executive officers to use the systems.
The contracting authority's description of the delivery is in accordance with SSA-O and the accompanying annexes.
In addition, the contracting authority would like tenders for a maintenance service for the actor, grant and booking bases. The maintenance service is to be offered as an option in accordance with the descriptions in SSA-V and the accompanying annexes. The maintenance services shall, amongst other things, include preventive and corrective maintenance in addition to the contracting authority being able to use the contract for any further development of the actor, grant and booking bases beyond the further development taking place in 2018 under the assignment contract.

Requirement: tenderers shall be a legally established company. Documentation requirement: Norwegian organisations shall submit a company registration certificate. foreign companies shall present proof that the tenderer is registered in a company register or trade register in the state where the tenderer is established.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract. Tenderers shall enclose a self-declaration confirming that wages and working conditions are in accordance with the generally applicable tariff agreements, see Annex 1, the tender letter. Tenderers and relevant sub-suppliers shall, when requested in the contract period, document the wages and working conditions of employees who contribute to fulfill the contract. The contracting authority reserves the right to impose requisite sanctions if the tenderer or any sub-suppliers do not comply with the contractual clause on wages and working conditions.
