Framework agreement for the procurement of traffic safety audits (TS audits)

TS audits shall be carried out in accordance with Hand Book V720 'Traffic Safety Audits and Inspections' and shall meet the requirements of the road safety regulations and guidelines. The road safety regulations §4, requires that all road projects on the TEN-T-road network shall be revised as regards traffic safety.
The traffic safety audit shall help uncover traffic safety problems and it shall be carried out in four project phases:
— Stage 1: Development plan,
— Stage 2: Detailed engineering design,
— Stage 3: Finished construction site before opening,
— Stage 4: After the road has opened (introductory usage phase).
The Norwegian Public Roads Administration would also like TS audits to be carried out in as many projects as possible on road stretches outside the TEN-T road network.

— Stage 1: Development plan - The development plan is to be audited before the proposed plan is put out for public inspection and at the latest it must be available before a political decision is made on the development plan,
— Stage 2: Detailed engineering design - The audit of the detailed engineering design must be done before the construction start,
— Stage 3: Finished construction site before opening - The audit of the finished construction site before it is open for use must be carried out when the road facility is considered to be fully built, but not yet open for public use,
— Stage 4: After the road is open (introductory usage phase). The audit after the road has opened must be carried out in the introductory usage phase of the road facility. The audit shall include an inspection of the completed complex and an assessment of whether motorists are using the road as intended.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax certificate.
— tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT),
— tenderers shall confirm that they fulfil their obligations regarding the payment of tax and VAT,
— the chosen tenderer must present a tax and VAT certificate,
— the certificate must not be older than six months from the tender deadline,
— foreign companies shall present certificates that substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties,
— the tenderer shall have the legal foundation necessary to fulfil the contractual obligations. — the tenderer must be registered in a company register as prescribed in the country where the tenderer is established,
— the tenderers shall confirm that they fulfil the requirement, and must if requested by the Contracting Authority, deliver the following proof of documentation:
— — Norwegian tenderers: Company Registration Certificate,
— — Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient financial capacity to implement the contract. The following financial capacity will i.a. be considered/evaluated:
— the tenderer´s credit-worthiness,
— the tenderer's positive equity.
Minste nivå(er) av standarder:
— tenderers shall confirm that they comply with this requirement when submitting their tenders,
— tenderers must present the following documentation proof if requested by the contracting authority:
— — tenderers shall enclose the Annual Financial Statements for the last 3 accounting years, including the Boards Annual Report, profit and loss statement, balance sheets, notes and the auditor's reports,
— — the contracting authority reserves the right to obtain a credit rating of tenderers from the company Experian, if this is deemed necessary to provide further details/supplement the received information,
— — the tenderer shall confirm that they fulfil the requirement,
— — the tenderers must, if asked by the Contracting Authority, delivery Annual Financial Statements for the last three fiscal years, including the board’s Annual Report, enclose the Annual Financial Statements for the last 3 accounting years, including the Boards Annual Report, profit and loss statement, balance sheets, notes and the auditor's reports,

Teknisk og faglig kapasitet:
— the tenderer shall have experience from work of the same nature, complexity, degree of difficulty and scope/size,
— tenderers shall have a well-functioning quality system suited to the content of the contract.
Minste nivå(er) av standarder:
— the tenderer shall enclose with the tender offer, a list of the most relevant deliveries in the last three years, including information about the assignment's value, dates, and the name of the public or private recipient. A minimum of three (maximum of five) reference assignments must be reported, See Annex 3,

— tenderers shall confirm that they comply with this requirement when submitting their tenders, — tenderers must present the following documentation proof if requested by the contracting authority,
— tenderers shall document their quality assurance system. If a tenderer is certified (e.g. ISO certification), the certificate shall be enclosed,
— the contracting authority will also accept other documentation that shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system´s content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
