Framework Agreement for Network and Security

Drammen kommune

The objective of the procurement is ensure that the municipalities have digital communications and security solutions that are adapted to the at any given time applicable needs.
The competition is announced as a Framework Agreement where as a minimum, suitable contracts will be entered into for standard services including withdrawal of hours. There are also options for defined operational services, but the framework agreement also allows signing of multiple contracts. All services must have defined service levels (SLA) and processes for continual improvement (ITIL). The procurement comprises associated products.
The contracting party is Drammen municipality, but the contract also includes the municipalities of Nedre Eiker and Svelvik, with the addition of the companies that the municipalities individually or jointly have control over and deliver services to.
The future model for providing services for the ICT area will be evaluated during the agreement period and may have consequences for the scope of the contract.

The number of physical locations totals approx. 200, with approx. 600 switches and approx. 2 100 wireless access points. There will also be premises and switches connected to the water and sewage processing network.

Data communication will be delivered on the existing infrastructure, but the Contracting Authority must be able to use new communications systems.

The procurement includes:

— security components, licenses and any (bundled) hardware,

— network components,

— data communication,

— operational services,

— technical consultancy services.
