Oslo kommune v/ Undervisningsbygg Oslo KF

The Municipal Undertaking for Educational Buildings and Property shall enter into 3-5 parallel Framework Agreements for electrical installation works. The Framework Agreement applies to improvement works, planned maintenance works and smaller renovation projects that the municipal undertaking for educational buildings and property performs while the school is in operation.
The Framework Agreement is limited in area to the municipal undertaking for educational buildings and property's properties, primarily in Oslo.
The Framework Agreement generally doesn't include works in connection with projects where electrical installation works are carried out as part of a large partial renovation or total renovation project. The Contracting Authority reserves the right to use the Framework Agreement in such projects where this is appropriate.
The Framework Agreement period is 2 years, with an option for the Contracting Authority for extending the contract for 1 year + 1 year on verbatim terms.

Beskrivelse av opsjoner:
The Framework Agreement period is 2 years, with an option for the Contracting Authority for extending the contract for 1 year + 1 year on verbatim terms.
By the expiration of the Framework Agreement (2 years), before any options are released, the supplier shall use zero-emission vehicles for assignments on behalf of the Contracting Authority. The car fleet that shall be used for assignments for the Contracting Authority must therefore have zero-emmissions, including particle emissions, NoX, CO2.

The option shall as starting point not be released for a supplier who fails to comply with the requirements or lacking documentation showing compliance with the requirements.

Legally established company A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

Teknisk og faglig kapasitet:
— an overview and description of relevant executed assignments the previous 3 years, including information on contract value, the date of delivery or execution, and the name of recipient,
— information of the tenderer's education and professional qualifications and the company´s administrative management, in particular for the persons who will be responsible for administering and carrying out assignments included in the Framework Agreement: Competence matrix and organisation chart with detailed information such as CVs and certificates, authorisations, certifications etc,

— good competence and experience from equivalent assignments: i.e. maintenance and renovation works, repairs and service assignments related to the electrical installation profession,
— sufficient capacity to manage approx. 40-60 administration units,
— methods for quality assurance within the relevant trades (the tenderer's quality assurance measures),
— environmental management.
