Bybanen Utbygging

A double light rail track is to be established from Kronstad to Kristianborg, approx. 1,5 km, with the accompanying road network, including infrastructure, a new open concrete water channel and 2 stops.
In addition, concrete constructions must be constructed; a bridge over a new stop at Kristianborg (E39 Fjøsangerveien), a tunnel portal to D15, foot/cycle culvert Minde Alle, with the accompanying main cycle path. The contract includes a lot of temporary infrastructure and traffic infrastructure.
Contract D14 consists of the following main work:

— sheet piling,
— matter replacement,
— concrete work,
— water and sewage work,
— ground work for track and road and temporary alterations.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

Requirement: Tenderers shall have sufficient financial strength to be able to fulfil the contract.

Documentation:

The tenderer's Annual Financial Statements including notes with the board and auditor's reports from 2015, 2016 and 2017.

If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.

The Contracting Authority reserves the right to carry out a credit assessment from Experian.

Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement: Tenderers (the company) must have the implementation ability to fulfil this contract.

Documentation:

A short, general description of the company shall be given, including:

— an account of the competence profile of the company,

— description of equipment, machinery or other available equipment of relevance for the execution of this contract.

Please use template — (Annex 6).

Requirement: Tenderers shall have relevant experience from deliveries of an equivalent nature, extent and complexity.

A description of the tenderer’s most important deliveries in the last 5 years. The Contracting Authority can also consider descriptions of the tenderer´s relevant deliveries carried out more than 5 years ago. The reference descriptions must include enough information for an evaluation of the tenderer´s (and any sub-contractors´) concrete contributions. The description must state why the reference project is relevant for this assignment. The Contracting Authority must be able to contact the reference person.

The attached template shall be used (Annex 5).

Any sub-contractors that the tenderer will use to fulfil the qualification requirement must submit equivalent reference projects and a commitment statement, see the tender documentation point 1.9.6.

Requirement: Tenderers must have a documented management system for quality.

Tenderers must submit confirmation that they have ISO 9001, or submit the table of contents of their management system for quality.

Requirement: Tenderers must have a documented HSE system.

Tenderers must submit a table of contents for their HSE system, and this and any detailed description, must confirm compliance with the requirements in the Internal Control Regulations.

Reason for the cancellation: Bybanen Utbygging has given an account of the uncertainty around access to Bane NOR´s area at Mindemyren in Annex A Work Description. It has become apparent that this uncertainty will probably have greater consequences for the contract than what is stated in the published Contract Document and Annex B, point 4 and Annex C, point 3. Furthermore, confirmation has been given that the work documents will be delayed, so that they will not be ready by the announced construction start for the contract. Bybanen Utbygging must, therefore, assess the construction start for the contract, as these conditions could mean that tenderers who did not apply for prequalification would have done so if these new premises were known.
