The new county road is to be constructed in 2 sub-stretches from Måvika to Inner Berfjorden for the Måvik tunnel and from Jektvika to Ramsvika for the Berfjord tunnel. The lot start for the first sub-stretch is just under 2 km from the centre of Roan, and the lot start for the second sub stretch is approx. 3,9 km from the centre of Roan.

The existing road is to be made wider and get a new superstructure on the first sub-stretch from the lot start at profile — 100. A new exit is to be constructed to a boathouse and a lay-by on the right side of the road. The road then crosses Måvikbekken before it goes into a 2-sided cutting before the portaling area for the Måkvik tunnel. The Måvik tunnel starts at profile 160 and ends at profile 1080 in Inner Berfjorden. The tunnel has a summit of approx. 110 m from the portaling in Inner Berfjorden. An oil separator and a washing water tank are to be constructed in Måvika. The road goes in the open air in Inner Berfjord through a 2-sided rock cutting with heights of up to 18 m. A stopping lay-by is to be constructed on the left side of the road before a new road joins the existing road at approx. profile 1300.

Sub stretch 2 starts at profile 1910. A new road is to be constructed here by the side of the current road up until the tunnel portaling at profile 2240. 2 new exits are to be constructed that will connect 3 access roads to the county road. A stopping lay-by is to be constructed on the right side of the road. The road goes through a two-sided rock cutting up until the portaling for Berfjord tunnel at profile 2240. The tunnel ends at profile 2910. The road has its highest point approx. 60 m into the tunnel, at profile 2300. An oil separator and a washing water tank are to be constructed in Ramsvika. A stopping lay-by is to be constructed on the left side of the road, and an exit for access to the oil separator/washing water tank is to be constructed on the right side. The road goes through a 1-sided rock cutting before the new road joins the existing road at approx. profile 3200.

The tunnel portals are planned to be 8 m in Måvika and Jektvika. The portals in Inner Berfjord and Ramsvika are planned to be 10 m. The final location of the portaling and tunnel portals will be decided when condition of the rock has been clarified.
A log cabin with an annex is to be demolished in Måvika (Cadastral No. 65 Title No: 43).
The existing road has many corners, is narrow and very exposed to avalanches/landslides. The stretch has bad accessibility and an annual daily traffic count of 380 vehicles, with a heavy traffic share of 15 %.
Due to the traffic situation and the avalanche/landslide danger along the existing road, the plan is that Måvik tunnel will be tunnelled from the north (in Måvika) towards the south. This will be done in order to avoid increased traffic on the existing road that is exposed to avalanches/landslides. Chapter A3 .10.1 Ensuring Safety in the Construction Phase, describes this in more detail.

The choice of which end to start the tunnelling from is more open for Berfjord tunnel. Sufficient landfill sites have been developed along the road, so that the tunnel matter can be deposited. There is also a contract with Roan Municipality on filling in an industrial area by the salmon slaughterhouse in Kråkøya, approx. 4 km from the tunnel portaling in Ramsvika, for the delivery of 50 000 m

Areas have been put aside for permanent storage of matter from the project. The land fill areas are shown in green in Figure 1. The contractor must prepare a plan for matter disposal and the closure of the land fill areas. The areas must be covered with available uncompacted matter and a temporary vegetation cover in order to facilitate natural re-vegetation. In the development plan for county road 6312 Berfjorden, there are separate provisions for the land fill areas.

Tenderers must be a legally established company.
Documentation requirement:
Company Registration Certificate Foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment with the tender offer, tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, which demonstrates that the tenderer has fulfilled their obligations to pay taxes, duties and social security contributions prior to any contract signing.

The certificate, when it is presented upon request, must not be older than 6 months.
The Contracting Authority requests that all tenderers note that if they are chosen as a supplier, the Contracting Authority will ask for tax and value added tax certificates equivalent to those submitted by the tenderer, be submitted for each subcontractor who will carry out works under the contract for more than 500 000 NOK excluding VAT., cf. the procurement regulation § 7-2 third paragraph.

Økonomisk og finansiell stilling:
1) The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures. The form in Chapter E2 Point 4 shall be completed.

2) If relevant; a brief statement on information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3) If relevant; an overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the Contracting Authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the Contracting Authority.

Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:
— tenderers must have positive equity,
— average annual turnover of minimum 100 000 000 NOK for the last 3 financial years,
— tenderers must have an equity ratio of at least 10 %.

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list shall, cf. the form included in Chapter E, include the following for each of the contracts:

The qualification requirement is to be documented through the list described above in Point 2.4.1.
1) A statement of the tenderer's average workforce and the number of employees in the management in the last 3 years.
2) A description of the labour that the tenderer has at his disposal to fulfil the contract.

2) If the H1-value is higher than 10, an account must be given of the developing trend of the H1-value, and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.

1) Certificate as documentation that the tenderer fulfils the requirements in the EU scheme for environmental management and environmental audit (EMAS) or other recognised environmental management systems in the regulation (EF) No. 1221/2009 Article 45 or other environmental management standards based on relevant European or international standards from accredited organs, e.g. ISO 14001, or equivalent certificates issued by organs in other EEA countries.

Other documentation of equivalent environmental management measures will be accepted if the tenderer does not have the possibility to obtain such certificates by the deadline, and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards. Tenderers shall justify why they cannot obtain such certificates by the deadline and the reason for this.

2) Documentation of audits in recent years, with confirmation from the person/persons who have carried out the audits.

2) Other documentation of equivalent quality assurance measures will be accepted if the tenderer, through no fault of their own, does not have the possibility to obtain such certificates with the deadline. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards. Tenderers shall justify why they cannot obtain such certificates by the deadline and the reason for this.

Tenderers/the subcontractor must have sufficient experience of a relevant nature and degree of difficulty from the following work:
1) The main disciplines included in the assignment: tunnelling, road construction, concrete, water and sewage work, tunnel electro.
2) Subassignments of significant importance for the contract work: SRO work in tunnels, water and frost protection in tunnels, rock securing.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to, a:
— documentation of executed quality,
— fulfilment of contracts,
— compliance with provisions and procedures for HSE,
— compliance with provisions for wages and working conditions,
— keeping deadlines,
— follow-up in the claims period,
— use of apprentices.
1) The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.
2) Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
The tenderer shall have a system that shows that he works proactively to ensure safety, health and working environment (SHA), with relevance for equivalent works as those comprised in this competition. The system shall be subject to periodic review.
Tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last 3 years.
If the H1-value is higher than 10, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10 raised to 6.
The tenderer shall have a good and well functioning environmental management system, based on ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or equivalent. The system shall be subject to periodic review.
The tenderer shall have a well functioning quality assurance system for the delivery, based on ISO 9001:2015 or equivalent, with relevance for equivalent transport projects. The system shall be subject to periodic review.
