The main aim of the Contract is to ensure proper and efficient operation of the Operations Portfolio. Central sub-aims are:

— 1 contract partner for the operation of the Operations Portfolio — clear responsibility,

— to reduce the risk, i.e. that the risk assessment for the services is acceptable,

— a contract with a proactive tenderer who can contribute to the Contracting Authority´s reaching its targets for the use of ICT,

— to establish an environment where changes in the Operations Portfolio, both to infrastructure and software, can be carried out in a flexible way,

— to establish a stable and flexible office environment with high availability,

— to establish predictable pricing for all elements, current and future, included in the contract,

— to establish good and flexible communication channels between the Contracting Authority and the Tenderer,

— to establish efficient routines for changes in the Operations Portfolio, as well as good systems for how the Operations Portfolio is to be documented.

According to the Ministry of Local Government and Modernisation's digitalising circular letter dated 8.9.2017, the Contracting Authority must consider cloud services on an equal basis to other systems. Furthermore, the Contracting Authority must continue prioritising digitalisation, electronic interaction with all user groups and focus on user-friendly systems with high availability.
