Øygarden municipality invites tenderers to a competition for a contract for the delivery of a case and archive system for electronic registration, case management, committee management and archiving. The system must also safeguard collaboration between the case and archive system and relevant professional systems and facilitate electronic collaboration between the municipality and external parties, both public and private.

The overall aim is that all case management in Øygarden municipality is done electronically. The new case and archive system must enable complete electronic case management so that there is no need for paper archives due to limitations in the system.

The new system must be in accordance with the NOARK5 standard and it must have final approval by the Director General for the National Archives.

Beskrivelse av fornyelser:
The Contract will be valid for 6 years from when it is signed, with an option for an extension for a further four years altogether. The option can be taken up several times in the option period (e.g., 2 x 2 years at a time).

Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: Company registration certificate.
Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to comply with the contractual terms.
Documentation requirement: Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Tenderers can substantiate their economic and financial position by presenting any document that the Contracting Authority can accept, e.g. a credit rating not older than 6 months, issued by a certified credit rating agency, annual accounts for the previous 3 years with the auditor's reports and notes, or relevant guarantees.

Teknisk og faglig kapasitet:
Experience: Tenderers must have good experience from comparable assignments.
Documentation requirement: Description of the tenderer's (up to 5) relevant contracts in the last 3 years. The description must include:
(i) the assignment´s extent and value;
(ii) the delivery date and length;
(iii) the recipient (name, telephone number and email address);
(iv) a description of the delivery.
It is, however, the tenderer´s responsibility to document relevance through the description.
Implementation ability: Tenderers must have good implementation ability, including sufficient capacity to handle this type of contract and be able to deliver to locations in all municipalities that are contracting authorities in the contract.
Documentation requirement: A description of the tenderer's administrative and technical units with relevance for the tenderer's ability to fulfil the contract. A description must be given of;
(i) the tenderer´s competence;
(ii) capacity as regards the contract´s extent.
