The aim of the procurement is to enter into one (1) framework agreement with one (1) tenderer who will have the total responsibility for the Norwegian Parliament´s need for maintenance, administration and further development of the following publication systems:
Løveporten (intranet).
Stortinget.no and data.stortinget.no
The first call-off on the framework agreement, which is part of this competition, is service and maintenance of the publication systems.
The framework agreement will be valid for 4 + 2 years.
The systems are central for the population and employees' access to information on parliamentary work and other internal information, and they contribute to achieving several of the performance strategy targets.

Løveporten, Stortinget.no and data.stortinget.no are the Norwegian Parliament's digital communication systems. Good maintenance, good management and further development of the Norwegian Parliament's digital communication systems are essential for ensuring the Norwegian Parliament's work for society. The responsibility for maintaining, administering and further developing the system is to be outsourced to an external partner. The Norwegian Parliament has outsourced this work for a number of years and has chosen to continue with this in its sourcing strategy.

It is decisive for the Norwegian Parliament that a contract is established with a tenderer who has experience from the development, service and maintenance of similar systems, as well as the take-over of such systems. The Norwegian Parliament would like the offered resources in this framework agreement to be a permanent team that reflects the required competence and experience to best meet the Norwegian Parliament's needs and wishes for an efficient use of resources. The Norwegian Parliament would like a dynamic team with a solid breadth of competence with the team's knowledge and experience supplementing each other well.

The Norwegian Parliament's websites and intranet are developed in EpiServer. It is appropriate to continue to develop the systems that have already been developed for both financial and administrative reasons. The board for the IT portfolio has decided that the Norwegian Parliament's administration shall ensure continued administration and further development of both the website and the intranet through one contract with one supplier who has competence in EpiServer.

The administration currently has 2 contracts for the maintenance, administration and further development, with a requirement for competence in EpiServer. One contract with a supplier for stortinget.no and data.stortinget.no (Creuna) and one with another supplier for the intranet (Making Waves). These are now being merged into one framework agreement for all the systems that use EpiServer. The systems are well documented and the contract has been amended so that a new supplier can take over the contract.
