Oslo city does not have sufficient reserve water supplies, it is therefore necessary to build a new facility that shall cover the need for Oslo’s population if Oset water treatment facility (VBA) is not able to produce drinking water of sufficient quality and sufficient quantity.
VAV [the Water and Sewage Authority] shall establish a new UV facility will be carried out with multiple procurements. The establishment of the UV facility will be carried out with multiple procurements. This procurement concerns:
— procurement of UV generators with associated delivery and assembly (power connection and assembly of PLC, assembly of lamps in the UV generators),
— necessary assistance (supply substrates/drawings for the generators) with the engineering design of the UV generator connection to the facility,
— service and maintenance of the UV generators,
— option: cleaning system (mechanical and with acid solution).

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement:

— the tenderer shall be a legally established company,

— the tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

Documentation:

— Norwegian companies: company registration certificate,

— foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established,

— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:

Requirement:

The tenderer shall have the economic capacity to execute the contract, hereunder the tenderer shall as a minimum fulfil the following requirements:

— minimum turnover of NOK 30 000 000,

— good credit worthiness.

Documentation requirement:

— the company's last 2 Annual Financial Statements including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal figures.

Tenderers are not required to submit this if the documentation is publicly available in the Brønnøysund Register Centre. The Contracting Authority will download the documentation if necessary,

and

— credit appraisal/rating, not older than three months, based on the last known fiscal figures.

Teknisk og faglig kapasitet:

Requirement:

— the tenderer shall have relevant experience (hereunder, but not limited to),

— equivalent goods deliveries and assemblies,

— servicing scheme for delivered equipment,

— tenderers shall have good relevant competence and good capacity,

— the tenderer shall have a well-functioning quality assurance system suited to the content of the contract.

Documentation requirement:

— an overview of equivalent deliveries and works carried out during the last 5 years, together with testimonials of satisfactory execution of the three most comparable deliveries and work,

— the testimonials should state the value, time frame and place the work was performed, as well as indicate whether the works were professionally and properly completed. It should also provide the names of contacts at the actual Contracting Authorities, and VAV shall be given authorisation to contact them,

— overview/description that specifies the project organisation that the tenderer shall use for works in the contract,

— information/CV about education and professional practice/professional qualifications for the project manage that shall be used in the contract,

— an account of the tenderer's average workforce,

— a report of the equipment, machinery, tools, materials or technical equipment at the disposal of the tenderer for implementation of the contract,

— certificates issued by independent bodies as documentation that the tenderer fulfils certain quality assurance standards. The quality assurance standard shall be based on relevant European standard series that are certified by accredited bodies, for example ISO 9001:2008.

The Contracting Authority will accept equivalent certificates issued by bodies in other EEA countries:

— as a minimum, a general description must be given of the contents of the system including an overview of control plans and check-lists that are relevant for this contract, maximum 3 pages. The Contracting Authority retains the right to request later submission of control plans and check lists,

— the Contracting Authority accepts other documentation of equivalent quality assurance measures if the tenderer does not have the possibility to obtain such certificates with the deadline, and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards.
